英国外交大臣威廉·黑格在第47届慕尼黑安全政策会议上的讲话（英文版）

William Hague sets out for the first time the UK vision of a future cyberspace which upholds freedom and democratic values while protecting citizens. This is one of the top five security priorities of the new British Government. He sets out seven principles which could form the basis of future international agreement on norms for cyberspace. He offers to host a conference in London later this year.
