Secretary-General’s Message on the International Day for Preventing the Exploitation of the Environment in War and Armed Conflict<?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /> 防止战争和武装冲突糟蹋环境国际日致辞 As we look forward to the UN Conference on Sustainable Development in Rio de Janeiro in 2012, we are reminded of the commitments made by governments nearly 20 years ago to protect the environment in times of armed conflict. Yet the environment continues to suffer in warfare, threatening the well-being of vulnerable populations and undermining prospects for lasting peace. 在我们期待2012年在里约热内卢召开联合国可持续发展会议之时,我们回想起近20年前各国政府作出的在发生武装冲突时保护环境的承诺。然而,环境继续遭受战争破坏,威胁到弱势民众的福祉并破坏了持久和平的前景。 Nearly half the world’s people -- including the vast majority of the rural poor -- rely directly on natural resources for their daily sustenance and income. If we are to achieve the Millennium Development Goals, and prevent competition over dwindling resources from contributing to new conflicts, we must acknowledge the critical role these resources play in maintaining peace. 世界近一半人口每天直接依靠自然资源维生并获取收入,其中包括绝大多数农村贫困人口。如果我们要实现千年发展目标并防止对日益减少的资源的竞争导致新冲突,我们必须承认这些资源在维护和平方面具有重要作用。 As global population rises and the demand for resources grows, the potential for conflicts over resources could intensify. The impacts of climate change may exacerbate these threats. Efforts have already been made by the United Nations system and others to address these risks.
