We would also like to thank the Director of the Programme Planning and Budget Division for her report and the Vice Chairperson of ACABQ for his introduction of the item. We take note of the statement made by staff representative agencies. 中国支持也门代表77国集团和中国的发言。 China endorses the statement made by the distinguished representative of Yemen on behalf of the G77 and China. 主席先生, Mr. Chairman, 业绩管理是人力资源管理的重要内容。我们高兴地注意到委员会在过去几年内对此所做的努力。我们鼓励委员会继续将此作为重要战略目标加以研究,与会员国及秘书处其他有关部门加强合作,逐步将其具体化,以促进共同制度内人力资源管理。 Performance management is an important element in human resources management. We are pleased to note the efforts made by the ICSC in this respect during the past few years, and encourage the Commission to continue to work on it as an important strategic goal and strengthen cooperation with member states and other departments concerned in the Secretariat to further substantiate this concept so as to facilitate human resources management in the common system. 我们注意到委员会提出的非家庭所在地外勤人员服务条件问题。它涉及到组织能否吸引和留住人才,能否顺利履行职能,涉及到外派职员利益,也会影到机构间流动的实施,因此较为重要。我们赞赏委员会就协调服务条件做出的努力。要解决这个问题,需要在职员利益、组织管理和行政预算成本之间找到适当平衡点。 We have taken note of the issue raised by the Commission of conditions of service for field personnel in non-family duty stations. It’s an important issue that not only bears upon the capacity of the Organization to attract and retain talents to perform its functions successfully, but also involves the interests of field personnel, and affects the implementation of inter-agency mobility. We appreciate the efforts made by the Commission in harmonizing the conditions of service. The solution to this question requires a proper balance among the interests of staff, management control and administrative and budgetary costs. 我们注意到性别均衡一直是共同制度的重要议题。共同制度对此已制定出明确目标,但遗憾的是执行结果并不理想。我们重申,要通过有效的绩效评估,在共同制度内完善问责制和监测系统,使责任人主动承担实现性别均衡的责任。 We have noticed that gender equality has always been an important item in the common system. Though the common system has set clear goals in this respect, the result of implementation has regrettably not been ideal. We would like to reiterate that, through effective performance evaluation, as well as improvement of accountability and monitoring regime in the common system, managers should be made more proactive in shouldering their responsibilities toward realizing gender equality. 主席先生, Mr. Chairman, 近年来,委员会与共同制度各参与组织、会员国代表以及相关各方加深了交流与沟通,并就如何加强委员会作用、如何强化其战略性规划进行了认真研究,我们对此表示欢迎。中国支持委员会作为联大下属独立专家机构,在规定和协商联合国共同制度服务条件以及人力资源管理方面继续发挥重要作用。 In recent years, the Commission has enhanced communication and exchanges with participating organizations in the common system, representatives of the member states and other parties concerned. It has also carried out serious studies on how to strengthen the role of the Commission and enhance its strategic planning. We welcome these developments. I wish to reiterate that China supports the Commission, as an independent expert organ under the General Assembly, in continuing to play its important role in stipulating and coordinating conditions of service in the common system and in the field of human resources management. 谢谢主席先生。 Thank you, Mr. Chairman. |
