何亚非大使在第61届联合国难民执委会一般性辩论中的发言（英汉对照）

主席先生，高专先生，

The Chinese delegation thanks Mr. High Commissioner for his presentation and his summary and appreciates the remarkable achievements made by UNHCR over the past one year. Chinese delegation shares in principle the assessment by Mr. High Commissioner on the situation of protection and the challenges facing UNHCR and supports the continuation, where real needs arise, of the full role of UNHCR in the international humanitarian field. China congratulates Mr. High Commissioner on the positive outcome of his visit to China last month, a visit that has enhanced mutual understanding and confidence and has expanded future areas of cooperation for both sides.

中国代表团感谢高专先生对难民署工作的介绍和总结，赞赏难民署在过去一年中取得的显著成绩，原则赞同高专对难民保护形势及难民署所面临挑战的看法，支持难民署继续根据实际需要，充分发挥其在国际人道主义领域的优势作用。中方祝贺高专上月访华取得积极成果，高专此访增进了双方理解和互信，拓展了双方未来合作领域。

Mr. Chairman,

The world is still faced with a grave and complicated refugee situation. In 2009, UNHCR provided aid to as many as 10.4 million refugees, over half of whom in protracted situation and most of whom in Asia and Africa regions, posing a serious obstacle to the local socio-economic development. Internally displaced persons have also increased on a large scale. While wars and conflicts remain the main cause of refugees, natural calamities have created fresh flows of displacements.  Furthermore, the current economic downturn, food and energy crisis and worsening environment for humanitarian work all have added to the difficulties faced by refugees and displaced persons and have posed a greater challenge to UNHCR.

当前全球难民形势严峻复杂。2009年接受难民署援助的难民仍达1040万，其中一半以上处于久拖不决状况，且大部分处于亚非地区，对当地经济社会发展构成严重制约。国内流离失所者数量也有较大增加。战争和冲突依然是难民产生的主要原因，自然灾害也导致不断产生新的流离失所者。此外，当前国际经济形势低迷、粮食和能源危机、人道工作安全环境恶化等因素，使难民和流离失所者处境更为艰难，难民署工作面临更大挑战。

China believes that the above issues require UNHCR to adopt and be part of a more comprehensive solution.

Firstly, focus should be on root causes and prevention. The international community should pay attention to the root causes of refugee problem and encourage dialogue and reconciliation to resolve disputes through non-violent means and to develop economy and build a lasting peace. UNHCR is encouraged to participate in the prevention and timely intervention related to conflicts and disasters. Proactive intervention such as the creation of green passage corridors for refugees and displaced persons will help minimize impacts of conflicts and disasters on the population.

Secondly, UNHCR is encouraged to update and improve on the concept of refugee protection in light of the developments internationally. “Protection is given where it is required and its abuse must be avoided.”  A balance should be stricken between expansion of protection scope and prevention of abuse of international protection system.

Thirdly, the principle of international solidarity and burden sharing should be adhered to. Countries of origin, asylum and settlement as well as donors and international agencies are encouraged to conduct full cooperation with a view to a durable solution to the refugee problem. We hope that UNHCR will continue its role in coordinating and promoting international cooperation, so that developed countries will provide timely assistance to developing countries and greater progress can be made in voluntary repatriation and resettlement.

中方认为，上述问题需要难民署采取和参与更加综合性的解决方案。首先，从根源入手，注重预防。国际社会应重视难民产生的根源，鼓励对话与和解，以非武力方式解决争端，发展经济，建设持久和平。鼓励难民署参与冲突和灾害预防，通过提前做工作，为难民和流离失所者建立“绿色通道”，尽量减少冲突和灾害对人的影响。其次，鼓励难民署根据国际形势发展，更新和完善难民保护理念，做到“应保尽保，避免滥用”，平衡扩大保护范围与防止国际庇护体系被滥用之间的关系。第三，继续坚持“国际合作，责任分担”。鼓励难民来源国、庇护国、安置国、捐助国及有关国际机构通力合作，共同促进难民问题的持久解决。希望难民署在协调和促进国际合作方面继续发挥作用，推动发达国家及时向发展中国家提供帮助，争取在自愿返回和再安置方面取得更大进展。

China attaches great importance to refugee protection and cooperation with UNHCR. China is ready to enhance this cooperation in capacity building, legislation on refugees and emergency responses. China will take an active part in the commemorative activities for the Convention Relating to the Status of Refugees and the Convention on the Reduction of the Statelessness and we are ready to play our due role in the field of international refugee protection.

中方高度重视难民保护工作及与难民署的合作，远近一步加强双方在能力建设、难民立法、应急反应等方面的合作，并将积极参与《难民地位公约》和《消除无国籍状态公约》有关纪念活动，在国际难民保护领域发挥应有的作用。
