Statement by the Chinese Delegation at the IAEA Board of Governor Meeting on the Iranian Nuclear Issue<?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" />

主席先生：

Mr. Chairman,

中方注意到机构总干事就伊朗执行保障监督协定和安理会有关决议情况提交的报告。我们希望机构和总干事在对伊朗保障监督和促进妥善解决伊朗核问题方面发挥建设性作用。　

The Chinese delegation has taken note of the report of the Director General of the Agency on the implementation of the NPT safeguards agreement and relevant provisions of UN Security Council resolutions in the Islamic Republic of Iran. We hope that the Agency and the DG will play a constructive role in implementing safeguards in Iran and promoting a proper solution of Iranian nuclear issue.

主席先生，　

Mr. Chairman,

机构总干事报告指出，机构继续对伊朗实施保障监督，能够继续核实伊朗已申报的核材料未被转用。同时，伊朗未按安理会要求暂停铀浓缩等活动，未向机构提供必要合作，在解决未决问题方面也没有取得进展。　

DG’s report points out that the Agency continues to implement safeguards in Iran and continues to verify the non-diversion of declared nuclear materials. Meanwhile, Iran has not suspended uranium enrichment related activities as required by the Security Council, nor has it provided necessary cooperation, and no progress has been made in settling outstanding issues.

中方认为，伊朗作为《不扩散核武器条约》缔约国，享有和平利用核能的权利，同时应履行有关国际义务。我们希望伊朗全面执行机构理事会和安理会有关决议，与机构加强合作，增进国际社会对伊朗核计划和平性质的信任。　　

China believes that, as a party to the NPT, Iran enjoys the right to peaceful uses of nuclear energy. In the mean time it also carries corresponding international obligations. We expect Iran to fully implement relevant resolutions of the Board and the Security Council and strengthen cooperation with the Agency, so as to foster the confidence of the international community in the peaceful nature of its nuclear programme.

主席先生，　

Mr. Chairman,

中方一贯主张通过对话与谈判和平解决伊朗核问题。当前，推动伊朗核问题外交解决进程面临新的机遇。有关各方应本着务实态度，进一步加大外交努力，尽快恢复对话与谈判。我们希望，“维也纳小组”与伊朗尽快就解决德黑兰研究堆燃料供应问题举行磋商，争取早日达成一致。　　

China always advocates a peaceful solution of the Iranian nuclear issue through dialogue and negotiation. At present there stands a new opportunity to promote the process of a diplomatic solution of this problem. Parties concerned should adopt a pragmatic approach and enhance diplomatic efforts to resume dialogue and negotiation without delay. It is our hope that the Vienna Group will soon hold consultations with Iran on the issue of fuel supply to the Tehran Research Reactor with a view to reaching agreement at an early date.

中国一贯致力于劝和促谈，积极推动外交解决进程，中方愿继续与各方一道，从维护国际核不扩散体系和中东和平稳定的大局出发，为全面、长期、妥善解决伊朗核问题发挥建设性作用。　　

China is always committed to promoting reconciliation and talks to advance the course of a diplomatic solution. Along with all other parties, China is ready to continue to play a constructive role in finding a comprehensive, long term and proper solution to the Iranian nuclear issue in the general interest of maintaining international non-proliferation regime and peace and stability in the Middle East.
