Statement by Ambassador Hu Xiaodi at the IAEA Board of Governors on the DPRK Nuclear Issue

主席先生，

Mr. Chairman,

中方注意到总干事就在朝鲜实施保障监督问题所作的报告。报告呼吁所有有关各方共同努力，为实现朝鲜半岛无核化最终目标，推动适时重启朝核问题六方会谈。

The Chinese delegation has noted the Director General’s report on the application of safeguards in the Democratic People's Republic of Korea. In the report, the DG called on all parties concerned to make concerted efforts for a resumption of the 6-Party-Talks at an appropriate time, with the ultimate aim of the denuclearization of the Korean peninsula.

当前，朝鲜半岛和东北亚形势仍然复杂敏感，六方会谈继续陷于停滞，中方对局势发展十分关注。目前事态再次表明，有关各方互信的严重缺失是东北亚局势频现紧张的根源，也是六方会谈遇到困难的根源。在这种情况下，只有坚持接触对话，进行坦诚沟通，才有可能逐步积累互信，寻求平衡解决各自关切的妥善办法。各方应认真思考如何推动局势转圜，使半岛问题早日回到对话协商的轨道上来。

Currently, the situation on the Korean peninsula and in Northeast Asia remains complicated and sensitive. The 6-Party-Talks remains stalled and China is following the developments of situation closely. The current state of situation shows again that a serious lack of mutual trust is the root cause of not only constant tensions in Northeast Asia, but also difficulties encountered in the 6-Party-Talks. Under these circumstances, only through engagement, dialog and candid communications will it be possible to gradually build mutual trust and seek proper solutions to the concerns of various parties in a balanced manner. The various parties should ponder how to turn the situation around and put the peninsular issue back on the track of dialog and consultation at the earliest possible date.

长远看，继续推进六方会谈，实现半岛停战与和平机制转换并最终建立东北亚和平与安全机制，是解决本地区矛盾纠纷的根本出路。无论形势如何变化，各方都应该着眼大局，保持克制并尽早恢复直接对话和谈判，共同争取六方会谈的早日重启，继续推进半岛无核化进程，全面实现9·19共同声明确定的目标。

In the long run, the fundamental solution to tensions and disputes in the region lies in continued progress in the 6-Party-Talks, a shift from armistice to peace mechanism on the Korean Peninsula and the ultimate creation of a Northeast Asian peace and security mechanism. No matter how the situation changes, the various parties should keep their eyes on the overall picture, exercise restraint and resume direct dialog and negotiations at the earliest possible date, in order to work together toward the early restart of the 6-Party-Talks, to keep advancing the denuclearization process of the Korean Peninsular and to achieve the objectives set forth in the 19th September 2005 Joint Statement.

中方愿继续同有关各方和国际社会一道，推动六方会谈早日重启，为实现半岛无核化、维护东北亚和平稳定发挥建设性作用。

China stands ready as always to work with all the parties concerned and the international community toward the early resumption of the 6-Party-Talks, and to play a constructive role in achieving denuclearization of the Korean Peninsular and maintaining peace and stability in Northeast Asia.
