《里斯本条约》生效标志着欧洲一体化取得历史性进展，欧盟对外行动署的建立则是欧盟在外交与安全方面朝着“用一个声音说话”迈出的坚定步伐。 

The implementation of the Lisbon Treaty marks the historic progress in the European integration, and the establishment of the European External Action Service (EEAS) represents a firm step forward towards the goal of "speaking with a single voice" in the EU's foreign and security policy.

中国一贯支持欧洲一体化建设，乐见一个强大、团结的欧盟在国际事务中发挥更加积极和建设性的作用。我们希望并期待着欧盟对外行动署的建立，不仅有利于欧盟整合外交资源，提升对外行动能力，也有利于欧盟加强对华政策的一致性和连续性，促进中欧关系的长期健康稳定发展。

China always supports European integration and welcomes a strong and consolidated EU to play a more positive and constructive role in international affairs. We are looking forward to the establishment of the EEAS. We believe that this will not only be conducive to the integration of the EU diplomatic resources for improved external action capacity, but will also help ensure stronger consistency and continuum of the EU's China policies to promote long-term healthy and steady progress of the our bilateral ties.

在当前国际形势下，中欧关系正面临着进一步深化和发展的新机遇。中方愿与欧方携手努力，为促进中欧各自发展以及世界和平与繁荣作出更大贡献。 

We are now presented with new opportunities to further deepen and develop our bilateral relations in the new international environment. We are willing to link our hands with Europe to make greater contribution to our mutual development and world peace and prosperity.
