Building China-US Cooperative Partnership Serves the Interests of Both Countries

——驻美国大使张业遂接受《人民日报》驻美国记者温宪专访

--An interview with Ambassador Zhang Yesui by Wen Xian, People’s Daily chief correspondent to North America

　　温宪：中国是世界上最大的发展中国家，美国是世界上最大的发达国家，在您看来，当前两国关系处于一个什么样的状况？

Wen Xian: China is the largest developing country in the world and the United States is the largest developed one. In you view, what is the current state of the relationship between the two countries?

　　张大使：今年是中美重新打开交往大门40周年，也是两国建交33周年。几十年来，在中国几代领导人和美国历届政府的共同努力下，在两国人民的积极支持和参与下，中美关系已从原来的相互隔绝、对立，发展到现在的利益联系日益紧密、相互依存不断加深。建交之初，中美贸易额只有24.5亿美元，去年已达到4466亿美元，增长了180多倍；建交之初，双方人员往来每年1万人次，如今是几乎每天1万人次；建交之初，中美之间留学人员寥寥无几，现在中国在美国留学生超过15.8万人，美国在华留学生也已达2.4万人。从一定意义上讲，两国可以说正在发展成为“利益共同体”。

Ambassador Zhang: This year marks the 40th anniversary of the reopening of exchanges between China and the United States as well as the 33rd anniversary of the establishment of diplomatic relations. During the past decades, with the joint efforts from several generations of Chinese leaders and successive US governments, and with the strong support and involvement of the two peoples, China-US relations have moved from estrangement and confrontation to one with increasing interconnectedness and interdependence. In 1979, the total trade between the two countries was only US$2.45 billion. Last year, bilateral trade reached US$446.6 billion, grown by over 180 folds. In 1979, about 10,000 people traveled back and forth between the two countries. Now, about 10,000 people from the two countries fly across the Pacific each single day. In 1979, there were few students studying in each other’s country. Now, there are over 158,000 Chinese students in the United States and 24,000 American students in China. To some extent, the two countries are developing a “community of interests”.

　　温宪：对于过去10我国对美的外交工作，您怎么评价？

Wen Xian: How do you evaluate China’s efforts in developing its relations with the United States over the past 10 years?

　　张大使：对美国外交在中国外交全局中占有重要位置。过去10年，在以胡锦涛同志为总书记的党中央领导下，中国外交不断开创新局面，对美国外交也取得显著成就。我认为最突出的有三点：一是胡锦涛主席同奥巴马总统就中美建设相互尊重、互利共赢的合作伙伴关系达成重要共识，为两国关系未来的发展指明了方向。二是两国高层往来和对话磋商频繁深入，有力地推动了各领域的务实合作。自2003年以来，两国元首共举行26次会晤，双方建立了中美战略与经济对话、人文交流高层磋商、战略安全对话、亚太事务磋商、中东事务磋商、省州长论坛等多个新的对话机制。三是双方在应对国际金融危机、气候变化、反恐、防扩散以及重大地区热点问题上保持着密切沟通与合作，充实了两国关系的内涵，为促进世界和平与发展作出了重要贡献。

Ambassador Zhang: The relationship with the United States is an important part of China’s diplomatic agenda. In the past 10 years, under the leadership of the Party led by General-Secretary Hu Jintao, China has made a lot of progress on the diplomatic front, including its relations with the United States. Some of the notable features in China-US relationship include:

First, President Hu and President Obama reached an important agreement on building a cooperative partnership based on mutual respect and mutual benefit, which charts the direction for China-US relations.

Second, the two sides have maintained frequent high-level exchanges and high quality dialogue and consultations, which have strongly promoted practical cooperation in various areas. Since 2003, our heads of states have met for 26 times. The two sides have established many new dialogue mechanisms, including the Strategic and Economic Dialogues, High-Level Consultation on People-to-People Exchanges, Strategic Security Dialogue, Asia-Pacific Consultation, Consultation on Middle East Affairs and China-US Governor’s Forum.

Third, the two countries have conducted close communication and cooperation on such critical issues as the global financial crisis, climate change, anti-terrorism and non-proliferation as well as major regional hotspot issues. These have enriched the substance of China-US relations and greatly contributed to world peace and development.
