戴秉国国务委员接受蒙古国媒体书面采访（中英对照）

　2012年8月23日，戴秉国国务委员在对蒙古国进行正式访问前夕，接受了蒙古媒体联合书面采访，全文如下：

In the run-up to his official visit to the State of Mongolia, State Councilor Dai Bingguo gave a written interview to Mongolian media organizations on 23 August. The following is the text of the interview.

　　一、您在蒙古新议会、新政府成立之际对蒙古进行访问。您对此访有何期待？对蒙中关系未来发展有何展望？

Question 1: You are about to visit Mongolia shortly after the country’s new parliament and government were formed. What are your expectations of the visit and the future of Mongolia-China relations?

　　不久前，蒙古国成功举行议会选举，成立了新的议会和政府,可谓双喜临门。作为友好邻邦和重要伙伴，中方对此表示祝贺，并祝愿蒙古人民在新议会和政府领导下，在国家发展各项事业中取得更大成就。

Answer: The State of Mongolia held a successful parliamentary election and formed a new parliament and government. It is indeed “double happiness”. As a friendly neighbor and important partner, China congratulates Mongolia and wishes the Mongolian people greater achievements in every aspect of their national development under the leadership of the new parliament and government.

　　中方始终尊重蒙古国的独立、主权和领土完整，尊重蒙古人民自主选择的发展道路。不断巩固和发展中蒙睦邻友好关系是中国政府坚定不移的战略方针，符合中蒙两国和两国人民的根本利益。中蒙关系目前处于历史最好时期。去年两国宣布建立战略伙伴关系以来，中蒙关系发展迅速，高层交往频繁，政治、经济、人文等领域交流与合作不断深化，双边关系进入崭新的发展阶段。我深信，中蒙关系基础是牢固的，合作潜力是巨大的，发展前景是美好的。

China respects the independence, sovereignty and territorial integrity of the State of Mongolia and the Mongolian people’s independent choice of development path. Consolidating and developing good-neighborly relations with Mongolia is a consistent strategic policy of the Chinese government and serves the fundamental interests of the two countries and peoples. The China-Mongolia relationship is now at its best period of development. Since the two countries established strategic partnership last year, bilateral relations have grown rapidly and entered a new phase of development as evidenced by frequent high-level visits and deepened exchanges and cooperation in political, economic, people-to-people and cultural fields. I am convinced that China-Mongolia relations have a solid foundation, huge potential and bright prospects.

　　我期待着通过此次访问，同蒙古新政府建立联系，加深了解，就两国关系和双方共同关心的国际和地区问题交换意见，推动两国关系长期、健康、稳定发展。

I look forward to establishing contacts and deepening understanding with the new government of Mongolia and exchanging views with my Mongolian hosts on bilateral relations and international and regional issues of mutual interest with a view to promoting sustained, sound and steady growth of the relations between our two countries.

　　二、中国经济实施五年规划。我们知道，去年中国通过了“十二五”规划。为落实这一规划，要在哪些方面同邻国，包括蒙古开展合作？

Question 2: China makes five-year plans for its economic development and adopted the Twelfth Five-Year Plan last year. What are China’s priority areas of cooperation with its neighbors, Mongolia included, so as to implement the plan?

　　“十二五”期间，中国着力加快转变经济发展方式，深化改革开放，保障和改善民生，全面推进小康社会建设。我们将继续坚持奉行睦邻友好的周边政策和互利共赢的开放战略，与周边国家共同维护和营造和平安定的地区环境。我们将进一步提高对外开放水平，优化对外贸易结构，提升与周边国家贸易往来和投资合作，深化能源资源互利合作，加快沿边开放和周边基础设施互联互通建设。我们将积极参与全球经济治理和区域合作，反对各种形式的贸易保护主义，加快实施“自由贸易区”战略，大力推进周边区域经济合作，增加对发展中国家的经济援助。

Answer: During the Twelfth Five-Year-Plan period, China will focus on accelerating the shift of growth model, deepening reform and opening-up, improving people’s wellbeing, and advancing the building of a well-off society in an all-round way. In this process, we will continue with the policy of fostering good-neighborliness and friendship with our neighbors and the win-win strategy of opening-up, and work with the neighboring countries to maintain a peaceful and secure regional environment. While working to raise China’s level of opening-up and improve our foreign trade mix in general, we will scale up trade and investment cooperation, deepen mutually beneficial cooperation in energy and resources, accelerate opening-up programs in the border areas and promote infrastructure connectivity with our neighbors. We will take an active part in global economic governance and regional cooperation, oppose trade protectionism in all its manifestations, speed up China’s FTA strategy, vigorously step up regional economic cooperation and increase economic assistance to other developing countries.

　　邻望邻好，中国的发展依托于周边国家，也为周边国家发展注入强大动力。中蒙两国地缘相通，人文相亲，经济互补，开展交往与合作具有得天独厚的条件，蕴藏巨大的潜力。中国“十二五”规划的实施为中蒙扩大合作提供了难得机遇和广阔空间。我们愿以此为重要契机，本着务实、开放的态度同蒙方共同探讨合作新领域、新途径，大力推动矿能产品深加工、基础设施互联互通建设、防治荒漠化和清洁能源开发等领域互利合作，实现共同发展。

Neighbors wish each other well. China’s development relies on and at the same time lends strong impetus to the development of its neighboring countries. China and Mongolia enjoy geographical proximity, close cultural bond and economic complementarity. All this promises exceptional advantages and enormous potential for bilateral exchanges and cooperation. The implementation of China’s Twelfth Five-Year Plan offers good opportunities and ample room for cooperation with Mongolia. China would like to discuss with Mongolia new areas and ways of cooperation in a result-oriented and open attitude so that we can make full use of the opportunities to intensify mutually beneficial cooperation in deep processing of mineral and energy products, infrastructure connectivity, prevention and treatment of desertification and clean energy development, and realize common development.
