自主创新是中国发展战略的核心(汉英对照)

摘要: 近日,欧洲《议会》杂志网站摘发了中国驻欧盟使团团长宋哲大使撰写的题为“自主创新是中国发展战略的核心”的文章。

Independent Innovation: The Core of China’s Development Strategy

在新时期中国国家发展战略中,提高自主创新能力、建设创新型国家是一项重要的核心内容。我们所说的自主创新,包含三个层次含义:一是原始创新,是指在科学技术领域努力获得更多的科学发现和技术发明,提高科技创新能力和科技竞争力;二是集成创新,是指融合汇聚各种相关技术成果,实现一些关键技术的突破,形成具有市场竞争力的产品和产业;三是在广泛吸收全球科学成果、积极引进国外先进技术的基础上,充分进行消化吸收和再创新。

A core content of China’s current development strategy is to boost independent innovation capacity and build a country of innovation. There are three important aspects of this idea. First, we plan to promote original innovation through scientific discoveries and technical inventions in an effort to boost scientific innovation capacity and technical competitiveness. Second, we plan to advance collective innovation by combining technical advances in various fields to produce products or foster industries that are competitive. Third, we plan to facilitate full assimilation and re-innovation based on the best scientific development and advanced technologies from abroad.

改革开放以来,中国经济持续快速增长,人民生活水平不断提高,综合国力显著增强。但是经济结构和产业结构不合理的问题还没有得到根本性的解决,经济发展的质量和效益还有待提高,人口、资源和环境的瓶颈制约十分突出。目前,中国人均能源资源占有量不到世界平均水平的一半,而单位国内生产总值的能耗明显高于发达国家水平和世界平均水平。

Ever since the reform and opening up, the Chinese economy has been growing at a fast speed, improving people’s life and lifting the nation’s overall strength. However, we have never genuinely resolved the underlying problems of an inappropriate economic and industrial structure. The quality and efficiency of economic growth needs further improvement, and population, resources, and environment have become bottlenecks seriously constraining development. Today, China’s per capita possession of energy resources is less than half of the world’s average.

为实现经济社会长期、稳定和可持续发展,中国正在加快转变经济增长方式和调整经济结构,其中包括把自主创新摆在更加突出的位置,大幅度提高科技进步对经济增长的贡献率,使自主创新成为经济社会又好又快发展的内在动力,成为提升综合国力的关键因素。中国要成为创新型国家,必须实现经济发展由要素驱动向创新驱动的根本转变,把自主创新贯彻到经济建设的各个方面,落实到各个地区、各个行业,抓住新一轮科技革命和全球产业结构调整的重要机遇,在科技进步和自主创新上有更大的作为,形成新的优势。

In order to achieve China’s long-term steady and sustainable economic and social development, efforts to transform the economic structure and growth pattern are taking up speed. There is a stronger emphasis on independent innovation, and measures we taken to ensure that scientific progress will have significantly larger contribution to the economic growth. We regard independent innovation as a key element for national strength, and hope that it will serve as an internal driving force for China’s sound and fast economic progress. In order to make China a country of innovation, there needs to be a fundamental change in the power source of the Chinese economy, shifting it from a one driven by factors of production to a one incentivized by innovation. We are now promoting this idea across the whole country in all sectors of the economy. Our hope is to seize the present important opportunity of scientific revolution and global industrial structure adjustment, and grow more strength in scientific progress and independent innovation.

两年前爆发的国际金融危机对中国经济造成很大冲击。中国政府积极应对危机,提出了扩内需、保增长、调结构等一揽子规划,科技支撑措施是其中重要的组成部分,吸收了大量的政府投资。这些措施对于遏制经济下滑势头、培育新的经济增长点发挥了重要作用。今后一个时期,中国政府将坚持把科技摆在优先发展的战略地位,充分发挥科技的支撑引领作用,加快推进自主创新,推动经济社会尽快走上创新驱动、科学发展的轨道。中国将在新能源、新材料和先进制造、信息网络、现代农业、健康科技、生态环境保护、空间和海洋、国家和公共安全等领域,加强科技攻关,突破一批核心关键技术,促进重大科技成果的产业化,培育和发展战略性新兴产业。中国将着力创新体制机制,建立企业为主体、市场为导向、产学研结合的技术创新体系,促进科技资源优化配置、开放共享和高效利用。

The international financial crisis gave the Chinese economy a heavy blow. The Chinese government, in response to the crisis, has taken active measures of a package plan to boost domestic demand, maintain growth, and adjust structure. The support for the S&T sector was an integral part of the plan backed by strong government investment. The measures largely held back economic downturn and helped fostered new areas of growth. In the days ahead, we will continue to prioritize and accelerate independent innovation in this area, so that the S&T sector will become a full driving force to bring about innovation-driven scientific progress in China at an early date. We will make greater efforts to work for breakthroughs in new energy, new materials, advanced manufacturing, information network, modern agriculture, health science, ecological environment protection, space science, marine science, national security, and public security. Our goal is to achieve major advances in a set of core key technologies, turn the results of S&T development into industrial production, and grow strategically important new industries. Our plan for institutional and systematic innovation is to put in place a market oriented system that integrates production, research, and development driven primarily by enterprises. With such, we will be able to optimize the allocation of our S&T resources for open sharing and efficient application.

中国的自主创新不是封闭式的创新,而是开放式的创新、全球化的创新、学习型的创新。中国将以更加开放的姿态,融入到经济、科技全球化中,在与各国的合作和交流中取长补短,相互借鉴,共同提高和发展。

The independent innovation we propose cannot be achieved behind closed doors. What we are looking for is open innovation through learning under the global context. We will embrace the economic and S&T globalization with a more open gesture, and learn from and complement each other through exchanges and cooperation in pursuit of common progress.

多年来,欧盟一直是中国最大的技术供应方,双方在长期合作中建立了互信互利的良好关系。中国2006年发布的中长期科技发展纲要与今年欧盟出台的2020战略,都把提高各自企业创新能力作为经济发展的关键措施,这为深化中欧战略合作奠定了良好基础。中欧合作应该以经贸合作为基础,高新科技合作为引领,绿色经济合作为重点,充分发挥企业的主体作用和市场的导向作用。中国政府鼓励自主创新的政策对中国境内所有企业一视同仁,不会把外资企业排除在外。今年4月底,中国国务院总理温家宝在与欧盟委员会主席巴罗佐共同会见记者时明确表示,中国将坚定不移地实施对外开放政策,致力于为外国企业和中国企业等所有市场主体创造一个公平竞争的市场环境。

Over the years, the EU has always been our biggest supplier of technologies. Our long-term cooperation has rewarded us with sound mutual trust and mutual benefit. Both China and the EU regard innovation as the key for economic growth in the respective documents of China’s Development Plan Outline for Medium and Long Term Science and Technology Development published in 2006 and the EU’s recently announced 2020 Strategy. This constitutes a very good basis for deepening the China-EU strategic cooperation. Enterprises should be the main actors to promote our cooperation in a market-oriented environment. While business ties consolidate the basis, cooperation in new high technologies should lead additional growth, particularly in the area of green economy. China’s policy to encourage independent innovatory discriminates no enterprises within China. Foreign businesses are not excluded from anything. In the joint press availability with President Barroso at the end of April, Chinese Premier Wen Jiabao expressed that China will not waver in the opening up policy and is committed to a fair competition environment among all market players, foreign and home-based.

需要指出的是,作为中国政府推进自主创新的一项重要政策,认定国家自主创新产品是为了鼓励中国境内依法设立的所有企业加大研究开发力度,尊重和保护知识产权,重视提高产品质量,创造和形成更多的有自主知识产权的产品,给消费者提供先进、适用和可靠的产品。本着公开、透明的原则,中国有关部门最近对产品认定通知的表述进行了一些调整和完善,体现了非歧视、市场导向和保护知识产权的原则。重要的一点是,涉及政府资金的采购和建设项目,都采取公开透明的办法,平等对待中国企业和在华外资企业及其产品。中国政府欢迎包括欧盟在内的外国企业参与中国改革开放进程,依法经营,分享中国经济发展带来的机遇和成果。

The recognition of national independent innovation products is an important policy of the whole strategy targeted at all businesses operating in China. The purpose of recognition is to scale up the market of independent innovation production with advanced, applicable and reliable goods through larger R&D investment, respect for and protection of the IPR, and stronger attention on product quality. In the spirit of openness and transparency, competent authorities in China have recently adjusted certain recognition-related policy expressions to put right possible misinterpretation. The clarified wording fully embodies the principles of non-discrimination, market orientation, and the IPR protection. The most important aspect lies in government purchase and construction project, where it requires open and transparent approach and equal treatment to Chinese as well as foreign companies doing businesses in China. The Chinese government welcomes European companies’ engagement in our reform and opening up endeavor, and we are willing to share opportunities and achievements of our economic progress.
