There are some 258 million migrants worldwide. Many are seeking new opportunities for work or education. Others are on the move because they have no choice but to flee war and persecution or to escape the vicious circles of poverty, food insecurity and environmental degradation. Evidence overwhelmingly shows that migrants generate economic, social and cultural benefits for all societies. Unfortunately, with the rise of broader intolerant discourse, hostility towards migrants is growing around the world.

 

全世界有大约2.58亿移民。许多人是为了寻找新的工作或学习机会。其他人背井离乡,因为他们别无选择,只能逃离战争和迫害,摆脱贫困、粮食不安全和环境退化的恶性循环。大量证据表明,移民会为所有社会带来经济、社会和文化利益。不幸的是,随着各种不宽容言辞甚嚣尘上,对移民的敌意在全世界范围内不断增加。

 

The recent adoption of the complementary Global Compact on Refugees and for Safe, Orderly and Regular Migration sends a strong message about the resolve of United Nations Member States to address this issue in its global dimensions and to work together for a holistic and human rights-based global migration governance.

 

最近通过的具有互补性的《难民问题全球契约》与《安全、有序和正常移民全球契约》,发出了一个强有力的讯息,表明联合国成员国决心在全球范围内处理这一问题,共同开展全面和立足人权的全球移民治理。

 

UNESCO is firmly committed to supporting the efforts of its Member States to transform the commitments of the Global Compacts into reality through the sciences, education, communication and culture.

Education is an important first response. This year, UNESCO’s Global Education Monitoring Report presented new recommendations for how to fully integrate migrants, refugees and displaced persons into education systems. UNESCO also develops educational responses to humanitarian crises, facilitates cross-border recognition of qualifications and supports global citizenship education as a tool for international solidarity.

 

教育是首要的应对之策。今年,教科文组织的《全球教育监测报告》针对如何将移民、难民和流离失所者充分融入教育系统,提出了新的建议。教科文组织还制定针对人道主义危机的教育对策,促进教育资历跨境承认工作,并支持开展全球公民教育以助国际团结。

 

Through our International Coalition of Inclusive and Sustainable Cities, we strive to ensure the inclusion of migrants and refugees in communities by supporting local authorities to design welcoming policies and services. We also work with media professionals to change negative narratives on migration and harness the power of culture to celebrate our shared humanity, wherever we are in the world.

 

通过我们的国际包容和可持续城市联盟,我们积极支持地方当局设计接待政策和服务,为确保移民和难民融入社区创造条件。我们还与媒体从业者合作,致力于改变对移民的负面叙述,并利用文化的力量弘扬我们共同的人性,无论我们身在何处。

 

This year, International Migrants Day coincides with the commemoration of the 70th anniversary of the Universal Declaration of Human Rights. Let us make it an opportunity to remind the world that people on the move should also enjoy their basic rights.

 

今年,国际移民日恰逢《世界人权宣言》70周年纪念。让我们借此机会提醒全世界,移徙的人们也应享有其基本权利。
