问：据报道，中方指控程慕阳犯有腐败罪行，希望加方将其遣返。中方对此有何评论？能否保证程慕阳回国后得到公正对待？

 

Q: The Chinese side reportedly accuses Cheng Muyang of corruption and hopes that he would be repatriated by the Canadian side. What is China’s comment on that? Can China guarantee that Cheng Muyang would be treated fairly if returned to China?

 

答：中国政府将涉嫌贪污腐败的在逃人员缉拿归案、绳之以法的决心不会改变。至于采取哪些措施，必须根据中国法律来决定。

 

A: China will not change the determination in bringing fugitive corrupt suspects to justice. As to what specific measures will be taken, it must be decided in accordance with Chinese laws.

 

问：据报道，日本首相安倍晋三基本决定今年夏季发表的战后70周年谈话不采用经内阁会议决定的方式，而是定位为首相的“个人见解”。中方对此有何评论？

 

Q: According to media reports, Japanese Prime Minister Shinzo Abe has almost decided that the statement to mark the 70th anniversary of the end of World War II this summer will not seek the Cabinet approval. Instead, it will be defined as his personal opinion. What is China’s comment on that?

 

答：今年是中国人民抗日战争暨世界反法西斯战争胜利70周年。日本领导人在历史问题上作出怎样的表态、采取什么样的态度，受到包括中国在内的亚洲邻国和人民的高度关注，我们注意到，也受到日本国内民众的高度关注。我们希望日本领导人能够采取正确的态度，深刻反省侵略历史，恪守历届内阁在历史问题上的郑重表态和承诺，坚持走和平发展道路，以实际行动取信于包括中国在内的亚洲邻国和国际社会。

 

A: This year marks the 70th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War. Not just Japan’s Asian neighbours, including China, are highly concerned about Japan’s remarks and attitude on the history issue, people in Japan, as we have noticed, also keep a close eye on that. We hope that the Japanese leader can adopt a correct attitude, deeply reflect on its history of aggression, honor previous Japanese Cabinets’ statements on and commitments to the issue of history, stick to the path of peaceful development and take concrete actions to win the trust of China, other Asian neighbours and the international community.

 

问：据报道，英国、比利时日前宣布，将于7月1日起在北京、上海、广州三城对中国公民提供一站式签证服务。中方对此有何评论？

 

Q: It is reported that the UK and Belgium recently announced to provide Chinese citizens with one-stop visa service in Beijing, Shanghai and Guangzhou, starting from July 1. What is China’s comment on that?

 

答：我们注意到英国和比利时宣布采取上述举措，相信这将为中国公民申办上述两国签证提供更多便利，也将对促进中国和上述两国人民双边往来、增进中国同这些国家人民之间的相互了解发挥积极作用。

 

A: We have noticed the above-mentioned measures announced by the UK and Belgium. These measures, as we believe, will not only facilitate visa application by Chinese citizens but also play a positive role in promoting bilateral exchanges and mutual understanding between our peoples.

 

近年来，中国公民出境人数大幅增加，去年中国内地公民出境人数已经超过了1亿人次。在中央“执政为民”方针指引下，外交部通过不懈努力，在签证便利化方面取得了很大进展，越来越多的成果惠及普通公众。去年中国同美国就商务、旅游、留学人员签证达成互惠安排。今年前五个月，中国公民赴美国经商和旅游的人数同比增加了31%。目前，中国已和99个国家缔结涵盖不同种类护照的互免签证协定，与37个国家签订59份简化签证手续协定或安排。36个国家和地区单方面给予中国公民落地签证便利，11个国家和地区单方面允许中国公民免签入境。中国护照的“含金量”成色大大提高。

 

The number of Chinese citizens travelling overseas in recent years has increased dramatically. Citizens from Chinese mainland made more than 100 million overseas visits last year. Under the CPC Central Committee’s guiding principle of governing for the people, the Ministry of Foreign Affairs, by stepping up its efforts, has made great progress in visa facilitation and has delivered more benefits to the general public. Last year, China and the US announced reciprocal visa arrangements for business people, tourists and students. This year in the first five months alone, the number of Chinese business people and tourists travelling to the US has increased by 31% over the same period last year. China has so far signed visa exemption agreements for various passports with 99 countries and 59 visa simplification agreements or arrangements with 37 countries. In addition, 36 countries and regions have granted unilateral visa-on-arrival policies to Chinese citizens and another 11 countries and regions have unilaterally allowed Chinese citizens to visit without a visa. It has become much easier for Chinese passport holders to travel abroad.

 

中国政府和外交部不仅关心中国公民在走出国门时能否走得顺、走得畅，也关心大家在国外能否行得稳、行得好。我们将继续同有关国家加紧协商，进一步推进签证便利化措施，同时也为在海外的中国公民提供及时、有效、高质量的领事保护与协助服务，让他们不但有走出去的“快车道”，而且能够更安心、更舒心。

 

The Chinese government and the Foreign Ministry are working to make Chinese citizens’ outbound trips not only easier but also safe and trouble-free. We will further intensify our consultation with relevant countries to promote visa facilitation and provide overseas Chinese with timely, efficient and high-quality consular protection and assistance so that they can enjoy a “fast-track” and smooth trips.

 

问：去年5月，中国常驻联合国代表刘结一大使作为政府代表签署了《<中亚无核武器区条约>议定书》。请问目前该议定书的批准工作进展如何？

 

Q: Ambassador Liu Jieyi, Permanent Representative of China to the UN, signed on behalf of the Chinese government the Protocol to the Treaty on Central Asia Nuclear-Weapon-Free Zone in May last year. Do you have any update on the ratification process?

 

答：中国全国人大常委会于今年4月审议批准了《<中亚无核武器区条约>议定书》，近日，习近平主席已签署有关批准书。至此中方已完成议定书的批准工作，将于近日通过外交渠道向条约存约国吉尔吉斯斯坦交存批准书。

 

A: The Standing Committee of the National People’s Congress deliberated and ratified the Protocol to the Treaty on Central Asia Nuclear-Weapon-Free Zone in April. Recently, President Xi Jinping has signed the relevant ratification instrument. With that, the Chinese side has finished the ratification work of the Protocol and will deposit the ratification instrument, through diplomatic channels, with Kyrgyzstan, the depositary of the treaty.

 

中国政府一向尊重和支持无核武器国家根据本地区实际情况、通过自愿协商建立无核武器区的努力，承诺无条件不对无核武器国家或无核武器区使用或威胁使用核武器。

 

The Chinese government respects and supports non-nuclear weapon states in establishing nuclear-weapon-free zones based on actual regional conditions through consultation of their own accord. We also unconditionally promise not to use or threaten to use nuclear weapons against non-nuclear weapon states or nuclear-weapon-free zones.

 

中方签署并批准上述议定书，充分显示了中方在无核武器区问题上政策的一贯性，也是中方支持国际核不扩散与核裁军的重要举措。中方愿与各方一道，为在世界范围内实现全面禁止和彻底销毁核武器的目标共同努力。

 

The signing and ratification of the Protocol fully demonstrates China’s consistency in policy on nuclear-weapon-free zones. It is also a major step in supporting international non-proliferation and nuclear disarmament. China stands ready to work with other countries to achieve the goal of complete prohibition and thorough destruction of nuclear weapons across the world.
