一、应中国和乌兹别克斯坦政府间合作委员会中方主席、中共中央政治局委员、中央政法委书记孟建柱邀请，委员会乌方主席、乌兹别克斯坦第一副总理阿济莫夫将于6月15日在山东省日照市同孟建柱共同主持中乌政府间合作委员会第三次会议并出席中乌经贸合作论坛。

 

At the invitation of Meng Jianzhu, the Chinese Chairman of the China-Uzbekistan Intergovernmental Cooperation Committee, member of the Political Bureau of the Central Committee of the Communist Party of China (CPC) and Secretary of the Commission of Political and Legal Affairs under the CPC Central Committee, Rustam Azimov, the Uzbek Chairman of the Committee and First Deputy Prime Minister of Uzbekistan will co-host with Meng Jianzhu the third conference of the China-Uzbekistan Intergovernmental Cooperation Committee and attend the China-Uzbekistan Forum on Economic Cooperation and Trade on June 15 in Rizhao, Shandong Province of China.

 

二、第三届中国—中亚合作论坛将于6月16日在山东省日照市举行。中共中央政治局委员、中央政法委书记孟建柱，乌兹别克斯坦第一副总理阿济莫夫，吉尔吉斯斯坦副总理基尔，以及来自中国和中亚五国各界约300多名代表将共同出席。本届论坛由上海合作组织睦邻友好合作委员会和山东省日照市人民政府共同举办，论坛主题为“共建丝绸之路经济带，打造互联互通新格局”。

 

The third China-Central Asia Cooperation Forum will be held in Rizhao, Shandong Province on June 16. Meng Jianzhu, member of the Political Bureau of the CPC Central Committee and Secretary of the Commission of Political and Legal Affairs under the CPC Central Committee, First Deputy Prime Minister of Uzbekistan Rustam Azimov, Vice Prime Minister of Kyrgyzstan Valery Dil as well as around 300 delegates from all walks of life of China and the five Central Asian countries will attend the forum. This forum will be co-hosted by the Shanghai Cooperation Organization Good-neighborly and Friendly Cooperation Committee and the People’s Government of Rizhao, under the theme of “jointly building the Silk Road Economic Belt and developing connectivity”.

 

问：第一个问题，据报道6名香港游客在泰国遭遇车祸，导致3人遇难，3人重伤。外交部会向他们提供哪些帮助？另一个问题，中方今天发表《2014年中国人权事业的进展》白皮书，提及中国政府保障公民的言论自由，具体如何理解？

 

Q: First, media reports say that three Hong Kong tourists were killed and another three severely injured in a car accident in Thailand. How will the Foreign Ministry help them? Second, China today published the Progress in China’s Human Rights in 2014, which emphasizes that the Chinese government protects Chinese people’s freedom of speech. How do you interpret it?

 

答：关于第一个问题，我们注意到有关报道。我们向遇难者表示深切哀悼，向其家属及受伤人员表示深切慰问。我驻泰国使领馆将为遇难同胞家属善后提供协助，并向遇险受伤同胞救治提供有力的支持和帮助。

 

A: On your first question, we have noted the relevant report. We extend deep condolences to the victims and sincere sympathies to their families and the injured. The Chinese diplomatic missions in Thailand will help the bereaved families deal with follow-up matters, and provide the injured with strong support and assistance in their medical treatment.

 

关于第二个问题，国务院新闻办公室发表了《2014年中国人权事业的进展》白皮书，全面阐述了中国人权事业取得的成就。白皮书指出，2014年中国人民更加切实地从国家发展进步中受益，中国人权事业又取得了新的重要进展。白皮书也指出，中国人权事业取得的巨大成就，充分说明中国成功地走出了一条适合本国国情的人权事业发展道路。在这条人权发展道路上，我们坚持确保人权事业发展的正确方向；坚持人权普遍性原则与中国现实国情相结合，在更高层次上保障好人民的生存权、发展权；坚持依法治国，把人权发展纳入法治化制度化轨道；坚持突出重点与全面推进相统一，推动人权建设和各领域建设统筹兼顾、协调发展。我们将在实现国家振兴的道路上，努力发展有利于人权保障与实现的各项事业，让每个人都能发展自我和奉献社会，共同享有人生出彩的机会，共同享有梦想成真的机会，共同享有平等参与、平等发展的机会。

 

On your second question, the Information Office of the State Council published the White Paper on Progress in China’s Human Rights in 2014, which displays a full picture of the progress achieved in China’s human rights endeavor. The White Paper reads that in 2014, the Chinese people enjoyed more practical benefits from the development of the country, and China’s human rights endeavor also made new progress. It also points out that the tremendous achievements China has made in its human rights endeavor fully demonstrate that it has taken the correct path of human rights development that suits its national conditions. Along this path, the right direction of human rights development will be upheld; the combination of the universal human rights principle with China’s national conditions will safeguard, at a higher level, the Chinese people’s rights to life and development; law-based governance will ensure that China’s human rights development is enshrined in the legal system and institutions; all aspects of human rights will be developed with key areas and the coordinated development of human rights and other areas will be promoted. While pursuing national rejuvenation, we will make utmost efforts to develop all endeavors that are conducive to safeguarding and realizing human rights, enable everyone to develop themselves and contribute to society, and create for everyone opportunities to live a good life, fulfill their dreams and enjoy equal participation and development.

 

问：中阿合作论坛第十二次高官会和首次高官级战略政治对话即将在埃及开罗举行。请介绍具体情况。

 

Q: The 12th Senior Officials’ Meeting (SOM) of the China-Arab Cooperation Forum and the 1st Strategic and Political Dialogue at the Senior Officials’ Level will be held in Cairo, Egypt. Please give us more details.

 

答：6月9日至10日，中阿合作论坛第十二次高官会和首次高官级战略政治对话将在埃及开罗阿盟总部举行。外交部亚非司司长、中阿合作论坛中方秘书长邓励将率中方代表团与会。

 

A: From June 9 to 10, the 12th SOM of the China-Arab Cooperation Forum and the 1st Strategic and Political Dialogue at the Senior Officials’ Level will be held at the headquarters of the League of Arab States in Cairo, Egypt. Deng Li, the Director-General of the Department of West Asian and North African Affairs of the Foreign Ministry and the Chinese Secretary General of the China-Arab Cooperation Forum will lead the Chinese delegation to these meetings.

 

高官会是论坛重要机制性活动，将评估过去一年论坛工作计划的执行情况，并商议论坛第七届部长级会议筹备工作。设立高官级战略政治对话机制是中阿合作论坛第六届部长级会议成果之一，主要就中阿关系、地区形势及其他共同关心的国际和地区问题进行磋商。

 

As a significant and institutional activity of the Forum, the SOM will assess the implementation of the working plan of the Forum in the past year, and discuss the preparation for the 7th ministers’ conference of the Forum. The establishment of the Strategic and Political Dialogue at the Senior Officials’ Level is one of the outcomes of the 6th ministers’ conference of the Forum. China-Arab relations, regional situation and other international and regional issues of common interest will be discussed at the dialogue.

 

相信上述会议将对促进中阿关系发展、推进论坛建设起到积极作用。

 

It is believed that these conferences will play a positive role in boosting China-Arab relationship and the building of the Forum.

 

问：七国集团峰会正在德国举行，就全球和地区问题进行讨论，会议将发表联合声明，可能涉及南海问题、乌克兰危机和对俄制裁。中国和俄罗斯未参与峰会，中方对此次会议持何立场？

 

Q: The G7 Summit is being held in Germany to discuss global and regional issues. The summit will adopt a joint declaration which is likely to cover issues such as the South China Sea, the Ukrainian crisis and sanctions on Russia. China and Russia are not parties to the G7 Summit. Does China hold a position on the summit?

 

答：关于本次七国集团峰会讨论的有关议题，我要指出，中国对南沙群岛及其附近海域拥有无可争辩的主权，中国在部分南沙岛礁进行建设是中国主权范围内的事情，别国无权干涉。

 

A: With regard to the topics being discussed at the G7 Summit, I’d like to point out that China has indisputable sovereignty over the Nansha Islands and the adjacent waters. China’s construction on some maritime features of the Nansha Islands is fully within China’s sovereignty, and other countries have no right to interfere.

 

关于乌克兰问题和对俄制裁，中方已多次阐述反对动辄威胁和实施制裁的一贯立场，认为对话和谈判是解决乌克兰危机的唯一途径。希望有关各方切实履行明斯克协议，继续推动政治解决乌危机进程，为从根本上解决危机作出最大努力。

 

As for the Ukrainian crisis and sanctions on Russia, we have enunciated our consistent opposition to using sanctions or threatening to use sanctions at will. We believe that dialogue and negotiation is the only way to solve the Ukrainian crisis. It is hoped that parties concerned would implement the Minsk agreement, press ahead with the political settlement of the Ukrainian crisis and make utmost efforts to uproot the crisis.
