问：据报道，1艘估计载有700多人的偷渡船当地时间18日午夜在利比亚附近海域沉没，目前仅28人获救，搜救工作仍在进行。中方对此有何评论？

 

Q: It is estimated that over 700 migrants were on the boat which capsized off Libya at midnight on April 18 local time. Only 28 survivors have been found so far, and the search and rescue work is still going on. What is China’s comment on that?

 

答：我们对有关船只在利比亚附近海域沉没深表关切，对事件中的罹难者表示哀悼。希望搜救工作取得积极进展。

 

A: We are deeply concerned about the sinking of the boat off Libya’s coast. Our thoughts go out to the lost lives. We hope for positive progress in the search and rescue efforts.

 

问：据报道，新西兰和美国的情报部门曾计划合作对中国驻奥克兰总领馆的数据连接线路进行网络窃密。中国政府对此作何反应？

 

Q: It is reported that spy agencies from New Zealand and the US once collaborated on a plan to hack into a data link of China’s Consulate General in Auckland. Does the Chinese government have any response to that?

 

答：中方对有关报道表示严重关切。我们强烈敦促有关国家停止利用互联网损害中国及其他国家利益的行径。

 

A: The Chinese side expresses deep concern over the relevant report. We strongly urge relevant countries to stop undermining the interests of China and other countries via the Internet.

 

问：目前，美菲在南海举行“肩并肩”联合军演，规模是往年的两倍。中方对此有何评论？

 

Q: The US and the Philippines are holding the Balikatan (Shoulder-to-Shoulder) military exercises twice the size of previous ones in the South China Sea. Do you have any comment on that?

 

答：我们注意到有关报道，希望有关国家多做促进本地区国家安全互信、有利于本地区和平稳定的事。

 

A: We have noted the relevant report and hope that relevant countries will do more to enhance security mutual trust among countries in the region and promote regional peace and stability.

 

问：东盟峰会将于本周举行，有东盟国家领导人希望在会上讨论南海问题并推动发表相关声明。中方对此有何评论？是否认为峰会是讨论南海问题的合适场所？

 

Q: Leaders of some ASEAN countries expect to bring up the South China Sea issue and release a collective statement on that at the ASEAN Summit to be held later this week. What is China’s comment on that? Does China believe that the Summit is an appropriate forum to discuss the issue?

 

答：关于你提到的情况，我想强调，南海问题不是中国和东盟之间的问题。中方一贯反对个别国家利用南海问题损害中国和东盟之间的友好合作关系。我们愿与东盟国家共同努力，切实落实处理和解决南海问题的“双轨思路”，共同维护南海地区的和平稳定。

 

A: I want to underscore that the South China Sea issue is not an issue between China and ASEAN. The Chinese side is always against the attempt of few countries to damage the friendly relationship of cooperation between China and ASEAN by making use of the South China Sea issue. We are committed to working with ASEAN countries to fully implement the “dual-track approach” in handling and addressing the South China Sea issue and jointly uphold peace and stability of the South China Sea.

 

问：目前，习近平主席开始对巴基斯坦进行国事访问，双方将签署一系列经济合作协议。此外，中巴是否还将签署安全协议，以防止巴境内恐怖分子潜入新疆，保障中巴经济走廊安全？

 

Q: President Xi Jinping has embarked on his state visit to Pakistan. The two sides are expected to sign a series of deals on economic cooperation. Will China and Pakistan strike any security deal to prevent terrorists based in Pakistan from slipping into Xinjiang and secure the China-Pakistan Economic Corridor?

 

答：今天，习近平主席开始对巴基斯坦进行首次国事访问。我们希望通过此次访问，将中巴两国发展战略更紧密地结合起来，共圆两国人民的梦想。中巴两国都肩负着发展经济和改善民生的重要任务，我们愿与巴方深化务实合作，将中巴命运共同体打造成中国同周边国家构建命运共同体的典范。中巴经济走廊位于丝绸之路经济带和21世纪海上丝绸之路交会处，是“一带一路”倡议的重大项目。中方愿以习主席此访为契机，推进中巴经济走廊建设，特别是以瓜达尔港、能源、基础设施、产业合作为四大重点，带动巴基斯坦各地区发展，让巴基斯坦广大民众得到实实在在的利益。

 

A: President Xi Jinping has left for his first state visit to Pakistan today. We hope that the visit will align the development strategies of the two countries more closely to realize the dreams of the two peoples. Both China and Pakistan face the important task of economic development and improvement of people’s livelihood. We need to deepen practical cooperation and work together to make the China-Pakistan community of common destiny a fine example for such efforts by China and its neighboring countries. The China-Pakistan Economic Corridor is located where the Silk Road Economic Belt and the 21st Century Maritime Silk Road meet. It is, therefore, a major project of the “Belt and Road” initiative. The Chinese side is ready to take President Xi’s visit as an opportunity to advance the building of the Economic Corridor with the Gwadar Port, energy, infrastructure and industrial cooperation being the four key areas to drive development across Pakistan and deliver tangible benefits to its people.

 

我们也认为，两国的安全合作与经济合作要双轮驱动，相辅相成，共同推进。中方愿与巴方深化防务安全合作，加强在地区热点问题上的协调与配合。

 

We also believe that bilateral cooperation in security and economic fields should advance in parallel and reinforce each other. The Chinese side is willing to deepen defense cooperation and enhance coordination and collaboration with the Pakistani side on regional hotspot issues.

 

问：你刚才说双方将加强在地区热点问题上的协调与配合，这是否包括印巴问题？

 

Q: You just mentioned that China and Pakistan would enhance coordination and collaboration on regional hotspot issues. Does that include issues between India and Pakistan?

 

答：印度和巴基斯坦都是中方的友好邻邦。中方希望印巴能够改善关系，这符合两国和地区各国共同利益。

 

A: Both India and Pakistan are China’s friendly neighbors. The Chinese side hopes to see the improvement of relationship between India and Pakistan which serves the common interests of the two countries and other countries in the region.

 

问：中方与巴方签署的协议是否涉及印巴争议的克什米尔地区有关项目？

 

Q: Will deals between China and Pakistan cover relevant project in the Kashmir region over which India and Pakistan have disputes?

 

答：中巴之间的友好合作不涉及印巴争议，这是十分清楚的。

 

A: It is clear that friendly cooperation between China and Pakistan will have no India-Pakistan disputes involved.

 

会后，有记者问及：近日，阿富汗贾拉拉巴德市发生重大恐怖袭击事件，造成40多人死亡、120余人受伤。中方对此有何评论？

 

After the press conference, the following question was raised: A grave terrorist attack hit the Afghan city Jalalabad the other day, killing over 40 people and wounding over 120. What is China’s comment on that?

 

洪磊表示，中方强烈谴责阿富汗贾拉拉巴德市发生的恐怖袭击事件，并对遇难者及其家属表示哀悼，对受伤人员表示慰问。中方坚决反对一切形式的恐怖主义，坚定支持阿富汗政府为维护国家安全稳定所作努力，愿同国际社会一道，帮助阿早日实现和平、稳定与发展。

 

Hong Lei said that the Chinese side strongly condemns the terrorist attack in Jalalabad, Afghanistan, expresses condolences to the victims and their relatives and conveys sympathy to the injured. The Chinese side firmly opposes all forms of terrorism, stands for efforts made by the Afghan government to safeguard national security and stability and stands ready to join the international community in helping Afghanistan realize peace, stability and development at an early date.
