问：外交部长王毅昨天表示，中国和加拿大已就互发有效期最长为10年的签证达成一致，今天将正式实施。你能否进一步介绍有关情况？

Q: Foreign Minister Wang Yi said yesterday that China and Canada have reached agreement on issuing visas to each other’s citizens with a validity period of up to 10 years which will come into effect today. Can you give us more details?

答：近日，中加双方经过友好协商并本着平等互惠原则，就互为对方商务、旅游、探亲人员颁发长期多次签证达成安排，并已通过互换照会确认。根据上述安排，自2015年3月9日起，双方互为前往对方国家从事商务、旅游、探亲活动的另一方公民颁发有效期最长可达10年但不超过护照有效期的多次入境签证。这一安排是中加两国人员往来便利化的一项重要进展，将进一步促进中加各领域交流与合作，推动中加战略伙伴关系向前发展，并惠及两国民众。

A: Upon friendly consultation and in the principle of equality and reciprocity, an agreement on issuing long-validity and multiple-entry visas to each other’s citizens traveling for business, tourism or family purposes has been reached and verified through an exchange of notes between China and Canada. As per the agreement, starting from March 9, 2015, China and Canada will issue to each other’s citizens traveling for business, tourism or family purposes multiple-entry visas with a validity period of up to 10 years within their passport validity. This arrangement is a major step forward towards the facilitation of people-to-people exchanges. It will further deepen exchanges and cooperation between China and Canada in various fields, move forward China-Canada strategic partnership, and deliver benefits to the two peoples.

问：3月4日，土耳其航空公司一架班机在尼泊尔加德满都机场降落时冲出跑道，导致机场关闭，数千名中国旅客滞留。请问事件有何最新进展？中方采取了哪些措施？

Q: On March 4, a Turkish Airlines flight veered off the runway in the course of landing in Kathmandu, Nepal. The airport was closed consequently and several thousand Chinese passengers were trapped. Can you provide any update on this? What measures have been taken so far?

答：正如王毅外长昨天在“两会”记者会上所强调的，我们始终把每一位同胞的安危冷暖放在心头，千方百计推进海外民生工程。3月4日，加德满都机场关闭后，我驻尼泊尔使馆立即启动应急机制，大力协调尼泊尔政府相关部门和航空公司，保障中国乘客人身安全和基本权益，并为他们提供咨询、医疗等各方面服务。在3月7日晚机场重新开放后，我驻尼使馆即多方协调有关航空公司分批运送在尼滞留的中国旅客回国。目前，相关工作正有序推进，我们将全力争取在尼滞留同胞早日回国。

A: As Foreign Minister Wang Yi said at yesterday’s press conference, we are always concerned with the safety and wellbeing of every one of our compatriots, and we will do everything in our power to protect and assist them. After the airport was shut down on March 4, the Chinese embassy in Nepal immediately activated the emergency response mechanism, and coordinated with relevant departments of the Nepalese government and Nepalese airlines to ensure the safety and fundamental rights and interests of Chinese passengers and provide them with counseling, medical care and other services. After the airport was reopened on the night of March 7, Chinese embassy in Nepal worked with various airlines to send trapped Chinese passengers home in batches. At present, we are proceeding with relevant work orderly. We will do our best to ensure that all the Chinese citizens stranded in Nepal will come back home at an early date.

问：今天，德国总理默克尔在访问日本时称，二战后德国和被侵略国实现和解，一方面是德国正视纳粹暴行，另一方面是被侵略国展现大度。二战后的法国和德国都为彼此和解作出了巨大贡献。你是否认为中国和日本也应如此？

Q: Today, German Chancellor Angela Merkel said during a visit to Japan that Germany and the country that was invaded achieved reconciliation after the Second World War, not only because Germany did face its Nazi past squarely, but also because the country that was invaded showed generosity. Both France and Germany have made enormous contributions to their reconciliation after the Second World War. Do you believe that China and Japan should do the same?

答：王毅外长昨天在记者会上指出，历史问题多年来困扰中日关系。正如中国的外交老前辈所讲，加害者越不忘加害于人的责任，受害者才越有可能平复曾经受到的伤害。抗日战争胜利后，中国对日本体现了宽宏大量，一直将少数军国主义者的罪行和广大日本人民区分开来。问题是，日本要在侵略历史问题上展现诚意，不能罔顾历史。今年是世界反法西斯战争胜利和中国人民抗日战争胜利70周年。我们希望在这样一个重要年份，日本当政者能在历史问题上做出正确选择。

A: Foreign Minister Wang Yi said at yesterday’ press conference that the history issue has been haunting the China-Japan relationship. An elder Chinese diplomat once said that the more the victimizer is conscious of his guilt, the easier the victimized can recover from the suffering. After China claimed the victory of the Chinese People’s War of Resistance Against Japanese Aggression, it showed generosity to Japan, and has never blurred the distinction between a minority of militarists and the general public in Japan. The key is for Japan to show sincerity on the history issue and never turn a blind eye to history. This year marks the 70th anniversary of the victory of the World Anti-Fascist War and the Chinese People’s War of Resistance Against Japanese Aggression. In this special year, we hope that Japanese leaders can make the right choice on the history issue.
