由中国提供援助，中国、坦桑尼亚、赞比亚三国人民共同建造的坦赞铁路举世闻名，被誉为是一条帮助非洲人民实现民族独立和解放的“自由之路”、象征中非人民世代友好的“友谊之路”，在中非关系史上树立了一座不朽丰碑。2013年，中国国家主席习近平访非期间专门谈及坦赞铁路，并专程前往援坦中国专家公墓凭吊，提出要弘扬坦赞铁路精神，继往开来，与时俱进，使中非友好合作取得更加丰硕的果实。

 

The Tanzania-Zambia Railway (Tazara), which was built with Chinese assistance and by the Chinese, Tanzanian and Zambian people together, is known to the world as the Freedom Railway that helped African people gain national independence and liberation, and the Friendship Railway that represents the ever-lasting friendship between the Chinese and African people. It is an enduring monument in the history of China-Africa relations. During his visit to Africa in 2013, President Xi Jinping talked about Tazara in particular and made a special trip to the cemetery of Chinese experts who laid down their lives for the building of Tazara. He stressed the need to carry forward the Tazara spirit and build on past achievements while keeping up with the changing circumstances to make sure that China-Africa friendship and cooperation produce more fruitful results.

 

今年适逢坦赞铁路开工奠基45周年、建成通车40周年。在这个值得纪念的年份，由外交部政策规划司编写的《中非关系史上的丰碑——援建坦赞铁路亲历者的讲述》一书正式出版发行了。这为我们重温当年中非人民共建坦赞铁路的历史壮举提供了鲜活教材，也为我们展望21世纪中非新型战略伙伴关系的美好未来提供了新的契机。

 

As this year marks the 45th anniversary of the groundbreaking of Tazara and 40th anniversary of its operation, it is most fitting to publish the book A Monument to China-Africa Friendship: First-hand Account of the Building of Tazara this year. Compiled by the Policy Planning Department of the Ministry of Foreign Affairs of China, this book provides us with first-hand materials to review the historic feat of the Chinese and African people and new opportunities for us to envision a bright future for the new type of China-Africa strategic partnership for the 21st century.

 

在此，我谨代表外交部对各位嘉宾出席今天的发行式表示热烈欢迎！对参与《丰碑》编辑和出版工作的同志们表示衷心感谢！今天，孙永福部长以及好几位当年参加坦赞铁路建设的亲历者还专程来到现场，让我们以最热烈的掌声欢迎他们，向他们及所有为中非关系发展作出贡献的前辈们致以崇高的敬意！

 

Hereby, on behalf of the Ministry of Foreign Affairs, I wish to extend a warm welcome to all the distinguished guests and express heartfelt thanks to colleagues who have worked for the compilation and publication of the book. Today, former minister Sun Yongfu and several other representatives who were personally involved in the building of Tazara are also among us. Let us give a warm round of applause to them and pay high tribute to all people of the older generation who have contributed to the development of China-Africa relations.

 

坦赞铁路之所以不朽，不仅在于它为东南部非洲乃至整个非洲大陆的反帝反殖和发展振兴作出了不可磨灭的历史性贡献，还在于中坦赞三国人民在建设坦赞铁路过程中共同铸就了伟大的坦赞铁路精神，为后人留下了宝贵的精神财富。

 

Tazara is truly deserving to be regarded as an enduring monument, as it has made indelible, historical contributions to the anti-imperialist and anti-colonial struggles and to the development and revitalization of eastern and southern Africa and the whole African continent. Moreover, in building the railway, the people of China, Tanzania and Zambia forged the great Tazara spirit, leaving an invaluable asset for the future generations.

 

坦赞铁路精神，是一种相互尊重的平等精神。中非双方都曾饱受殖民主义、帝国主义的侵略和压迫，都格外珍视主权独立和民族平等，都痛恨并反对以强凌弱的霸权主义行径。可以说，中非关系从一开始就建立在双方完全平等的基础上。坦赞铁路的建设过程，正是中非双方相互尊重、平等相待的真实写照。毛泽东、刘少奇、周恩来等中国老一辈领导人多次向坦桑尼亚和赞比亚领导人强调，坦赞铁路的主权完全属于你们，中方的任何援助和贷款，都没有特权和政治条件。在铁路建设过程中，中国援建人员同当地工人一道用餐，一起劳动，没有任何特殊待遇，三国合作严格建立在相互尊重对方的经济和社会制度、互不干涉内政的基础上。正如坦桑尼亚前总统尼雷尔在坦赞铁路移交仪式上所说，中国从未干涉过坦赞两国的政治和经济政策，一切都是在平等者之间进行的。事实证明，坦赞铁路完全不像某些西方舆论预言的那样，成为所谓中国控制坦赞两国的工具。相反，它成为非洲国家能够自主决定自身命运的标志，成为中非人民平等相待的象征。

 

The Tazara spirit is about mutual respect and equality. Having suffered from the invasion and oppression of colonialism and imperialism, both China and Africa cherish sovereignty, independence and equality, and both deplore and oppose bullying and hegemony. It is fair to say that the China-Africa relationship has been built on the basis of equality since the very beginning. The building of Tazara stood as a testimony to mutual respect and equality between China and Africa. Mao Zedong, Liu Shaoqi, Zhou Enlai and other Chinese leaders of the older generation reiterated on many occasions to Tanzanian and Zambian leaders that the sovereignty of Tazara belongs entirely to the African people, and that there are no privileges or political strings attached to any assistance or loans provided by China. In building Tazara, Chinese workers lived and worked side by side with local workers, asking for no special treatment. The cooperation among the three countries was conducted in strict accordance with the principles of respect for each other’s economic and social systems and non-interference in internal affairs. As former Tanzanian President Julius Nyerere pointed out at the handover ceremony, China never interfered in the political and economic policies of Tanzania and Zambia, and all was conducted on an equal footing. In fact, what happened has proved that Tazara is by no means a tool used by China to control Tanzania and Zambia as some westerners predicted. On the contrary, it has become a symbol of African countries taking destiny in their own hands and a symbol of equality between the Chinese and African people.

 

坦赞铁路精神，是一种顽强奋斗的拼搏精神。坦赞铁路是一项宏伟而又艰巨的工程，技术要求复杂，施工条件恶劣。一些人认为中坦赞三国仅凭自己的力量修建坦赞铁路是天方夜谭。然而，三国政府和人民以坚定的信念、非凡的毅力、顽强的拼搏，逢山开路、遇水架桥，仅用不到6年的时间就建成了殖民主义者谈论了几十年的坦赞铁路。有160多位建设者为此献出了宝贵生命，其中60多位是中国援建人员。近半个世纪过去了，坦赞铁路经受住了历史的考验。联合国曾组织专门小组考察坦赞铁路，将其称为非洲最好的铁路。1998年坦桑尼亚遭受特大洪水袭击，有的铁路被冲垮了，坦赞铁路却岿然不动。毋庸讳言，由于坦赞铁路运营的内外环境同过去相比有了很大变化，铁路当前面临这样那样经营上的困难。我们有决心、有信心同坦赞两国一道，通过平等友好协商，找到从根本上解决问题的办法，重新激活坦赞铁路，将昔日的“自由之路”、“友谊之路”建设成为新时期的“发展之路”、“繁荣之路”，继续助推非洲发展振兴。

 

The Tazara spirit is about tenacity and perseverance. Tazara was a massive and daunting project with highly demanding technical requirements, and was built under extremely tough construction conditions. Some people dismissed it as a mission impossible for China, Tanzania and Zambia to build the railway all by themselves. But with faith, tenacity and perseverance, the governments and people of the three countries overcame numerous difficulties and hardships, and in less than six years completed Tazara, which the colonialists had talked about for decades. Over 160 workers, including more than 60 Chinese, sacrificed their lives. But their contribution has paid off. Over the past half a century, Tazara has stood the test of history. A UN inspection team applauded Tazara as the best railway in Africa. Its high quality was also borne out during the 1998 massive flood in Tanzania when some railways in the country were washed away while the tracks of Tazara stayed intact. That said, however, due to drastic changes in the internal and external environment for its operation, Tazara now faces various difficulties. Yet we have the resolve and confidence to find a fundamental solution through equal-footed and friendly consultation with Tanzania and Zambia to revive Tazara, and upgrade what has served in the past as the freedom and friendship railway to a railway for development and prosperity in the new era, and continue to contribute to the rejuvenation of Africa.

 

坦赞铁路精神，是一种无私奉献的国际主义精神。上世纪六、七十年代，中国在人均GDP只有100美元、经济十分困难的情况下，毅然决定援建坦赞铁路。中方这么做是因为我们视非洲为真诚的朋友，愿为非洲民族独立尽自己的一份义务。正如周恩来总理所指出的，我们要有气概帮助非洲兄弟建设，我们是国际主义者。在坦赞铁路精神的激励鼓舞下，中坦赞三国建设者亲如一家、不分彼此，共同谱写了中非团结合作的壮丽篇章。赞比亚前总统卡翁达动情地宣告，坦赞人民同中国人民已经胜利地团结在一起，没有任何人、任何国家能将我们分开。2013年，中国国家主席习近平首次出访就来到非洲，并且鲜明提出要坚持正确义利观，对不发达国家给予力所能及的帮助，需要的时候还要重义轻利、舍利取义，这正是坦赞铁路精神在新时期的发扬光大。

 

The Tazara spirit is about selfless internationalism. Back in the 1960s and 1970s when China made the decision, without hesitation, to help build Tazara, China itself was facing great economic difficulties with a per capita GDP of merely 100 US dollars. China made the decision because we saw Africa as our sincere friend and wanted to contribute our due share to the independence of African nations. As Premier Zhou Enlai said, we must have the courage to help African brothers as we are internationalists. Inspired by the Tazara spirit, workers from China, Tanzania and Zambia worked as one family and wrote a heroic chapter of solidarity and cooperation between China and Africa. Former President of Zambia Dr. Kenneth Kaunda once said movingly that the people of Tanzania and Zambia were victoriously united with the Chinese people, and that no one, no country could separate them. When Chinese President Xi Jinping visited Africa on his first foreign trip as head of state in 2013, he stressed the importance of upholding a balanced approach to principles and interests, that is, to provide the less developed countries with best help possible, and always put principles before interests. This is the very manifestation of the Tazara spirit in the new era.

Ladies and Gentlemen,

 

几十年来，坦赞铁路精神像一条穿越时空的纽带，把中非人民紧紧联系在一起。它反映了中非关系的本质特征，体现了中非人民的共同追求，也蕴含着中非合作兴旺发展的不竭动力。

 

Over the past decades, the Tazara spirit, like a bond transcending time and space, has tied the Chinese and African people closely together. It embodies the essence of China-Africa relations and the common aspiration of the Chinese and African people. It also represents the inexhaustible driving force for greater China-Africa cooperation.

 

当前，中非双方都处于发展的关键时期。非洲已从昔日贫穷落后的地区转变为希望的大陆、发展的热土，正朝着非盟《2063年议程》确定的目标大步迈进。中国也在为实现“两个一百年”奋斗目标、为实现中华民族伟大复兴的中国梦而不懈努力。中非之间的共同利益更加深厚，合作基础更加牢固，合作前景更加广阔。新形势下，我们将继承坦赞铁路精神并赋予其新的时代内涵，同非洲朋友携手打造中非命运共同体，为中非合作注入强劲动力。

 

Both China and Africa are now at a crucial stage of development. Africa, once poor and backward in development, is emerging as a continent of hope and growth, and making big strides towards the goals set out in the African Union’s Agenda 2063. China, on its part, is working relentlessly to realize the two centenary goals and the Chinese dream of great national renewal. China and Africa enjoy more profound common interests, more solid foundation for cooperation and broader prospects for cooperation. Under the new conditions, we will carry forward and renew the Taraza spirit and work with African friends to build a China-Africa community of shared destiny and provide a strong impetus to China-Africa cooperation.

 

我们将着力加强中非发展战略对接。中国与非洲政治互信不断深化，经济结构高度互补，彼此发展战略面临历史性对接的重要机遇。我们将落实习近平主席提出的真实亲诚的对非理念，践行正确义利观，推进李克强总理访非时提出的中非合作“六大工程”，推动中非合作转型升级，从一般贸易往来扩展到投资合作等更广泛领域，帮助非洲将人力和资源潜能加快转化为经济发展的优势。在制定2015年后发展议程、应对气候变化等重大发展议题上，我们将继续同非洲国家加强协调配合，推动国际社会优先解决发展中国家特别是非洲国家面临的困难和挑战。

 

China will work to align its development strategies with that of Africa. With deepening political mutual trust and high complementarity in economic structures, China and Africa face important historic opportunities to align our development strategies. China will act on the policy of sincerity, real results, affinity and good faith put forward by President Xi Jinping for our relations with Africa, follow a balanced approach to principles and interests, advance China-Africa cooperation in the six areas identified by Premier Li Keqiang during his visit to Africa, transform and upgrade China-Africa cooperation by expanding it from general trade to broader areas such as investment cooperation, and help Africa translate its potential in human talents and resources into strengths for economic growth. On major development issues such as the formulation of the Post-2015 Development Agenda and response to climate change, China will continue to strengthen coordination with African countries and urge the international community to give priority to addressing the difficulties and challenges facing developing countries, African countries in particular.

 

我们将着力支持非洲实现工业化和现代化。在非洲国家追求政治独立的历史进程中，坦赞铁路发挥了重要的推动作用。现在，非洲国家正在追求实现工业化、现代化，实现真正的经济独立，中方将坚定地帮助非洲兄弟实现这一目标。基础设施建设和产业发展是工业化和现代化的重要基础，中国在这些方面有较强的投资建设能力和优质富余产能。我们将根据非洲国家的实际需要，加强在基础设施建设、制造业等领域的产能合作，重点支持非洲国家建设高速铁路、高速公路、区域航空三大网络，有序转移非洲工业化进程最需要的装备产能和相应技术，加快提升非洲的自主发展能力。

 

China will support Africa in seeking industrialization and modernization. In African countries’ pursuit of political independence, Tazara served as a catalyst. Now, as African countries strive for economic independence through industrialization and modernization, we will firmly support our African brothers in attaining this goal. In terms of infrastructure and industrial development, the two areas crucial for African industrialization and modernization, China has relatively strong investment and construction capabilities and quality surplus capacity. We will, in light of the actual needs of African countries, strengthen industrial cooperation in infrastructure development and manufacturing, support African countries in building high-speed railway, highway, and regional aviation networks and transfer in an appropriate way equipment production capacity and relevant technologies which Africa needs the most for its industrialization with a view to enhancing Africa’s capabilities for independent development.

 

我们将着力建设中非和平安全伙伴关系。和平是发展的前提，稳定是合作的保障。中国是安理会常任理事国中向非洲派遣维和人员最多的国家。今后，我们将进一步加大对非洲和平安全事业的投入，坚定支持非洲人民以非洲方式解决非洲问题，深入落实“中非和平安全合作伙伴倡议”，积极支持非洲集体安全机制建设，帮助非洲国家提升维和、打击海盗等方面的能力，努力为促进非洲和平稳定作出更大贡献。

 

China will work with Africa to build a China-Africa Cooperative Partnership for Peace and Security. Peace is the prerequisite for development, and stability provides safeguard for cooperation. Among the permanent members of the UN Security Council, China is the biggest contributor of peacekeeping personnel to Africa. Going forward, we will put more efforts into peace and security in Africa, firmly support African people in resolving African issues in the African way, implement the “Initiative on China-Africa Cooperative Partnership for Peace and Security”, actively support the building of the African collective security mechanism and help African countries enhance their capacity for peacekeeping and combating piracy, thus making a greater contribution to peace and stability in Africa.

 

我们将着力帮助非洲建立完善公共卫生体系。中国一直是非洲公共卫生事业的坚定支持者，现在还有近千名中国医疗队员在42个非洲国家救死扶伤。去年西非爆发埃博拉疫情以来，中国第一个派出包机将援助物资运抵疫区，向有关非洲国家提供了总计7.5亿元人民币的援助，累计派出医疗人员和专家超过1000人次，创造了新中国历史上应对国际公共卫生危机持续时间最长、覆盖面最广、规模和力度最大的援助纪录。我们愿意继续发挥自身独特优势，帮助非洲国家提高疾病预防和管控能力，建立健全公共卫生体系。

 

China will help Africa improve its public health system. China has always been a staunch supporter for public health endeavors in Africa. As we speak now, there are around 1,000 Chinese medical workers providing services in 42 African countries. When the Ebola epidemic broke out in West Africa last year, China was the first to send a charter plane carrying assistance supplies to the affected areas. So far, China has provided a total of RMB 750 million in assistance to relevant African countries and sent out more than 1,000 medical workers and experts, setting a new record in the history of New China’s response to international public health crises in terms of duration, covered area, scale and intensity. We will further leverage our unique strengths to help African countries enhance their disease prevention and control capabilities and improve their public health system.

This year marks the 15th anniversary of the founding of FOCAC, which will convene its next meeting in South Africa at the end of this year. China will work with African countries to carry forward the Tazara spirit, identify new measures for deepening all-round practical cooperation, and further substantiate the new type of strategic partnership between China and Africa. Working together, we could usher in a better future of win-win cooperation for our people and make fresh and bigger contribution to world peace and development.
