Statement by Ambassador Chen Xu, Head of the Chinese Delegation, at the General Debate of The Nineteenth Session of the Conference of the States Parties to The Chemical Weapons Convention

主席女士：

Madam Chairperson,

首先，请允许我代表中国代表团对你当选《禁止化学武器公约》缔约国大会主席表示祝贺。中国代表团愿与你和各国代表团充分合作，推动大会取得成功。我也愿对大会前任主席伊拉克大使Dr. Sa’ad Abdul Majeed Ibrahim Al-Ali阁下的卓越工作表示赞赏。

First of all, please allow me, on behalf of the Chinese delegation, to congratulate you on your election as the Chairperson of the Conference of the States Parties to the Chemical Weapons Convention. The Chinese delegation is prepared to cooperate fully with you and with all the other delegations in making this session a success. I would also like to express my appreciation to your predecessor, H.E. Dr. Sa’ad Abdul Majeed Ibrahim Al-Ali, the ambassador of the Republic of Iraq, for the excellent work which he has performed.

Madam Chairperson,

今年，在禁化武组织的全面有效监督下，叙利亚化武销毁取得阶段性成果，《禁止化学武器公约》和禁化武组织对维护全球和平与安全的重要意义进一步凸显，国际社会致力于建立无化武世界的共识正不断加深。

This year has witnessed major progress achieved in the elimination of the Syrian chemical weapons (CW) under the comprehensive and effective supervision of the OPCW, which has highlighted the great significance of the Chemical Weapons Convention and the OPCW for the maintenance of global peace and security. The international community is thus intensifying its consensus on efforts to build a world free of CW.

中方感谢总干事艾哈迈德·尤祖姆居阁下的全面介绍，赞同伊朗大使Dr. Alireza Jahangiri阁下代表不结盟运动和中国所做的发言。下面请允许我进一步阐述中方立场：

The Chinese delegation wishes to thank the Director-General, H.E. Mr. Ahmet üzümcü, for his comprehensive work report, and associates itself with the statement made by H.E. Dr. Alireza Jahangiri on behalf of the NAM States Parties and China. Now, please allow me to elaborate China’s position further.

第一，禁化武组织应坚持不懈推进化武销毁工作。化武销毁是公约的核心宗旨，也是禁化武组织的首要目标。有关化武拥有国应按照公约及禁化武组织决策机构相关决定，尽早完成销毁任务。禁化武组织应继续确保在这一领域的投入。中方欢迎叙化武销毁与核查工作取得的积极进展，赞赏叙利亚政府、禁化武组织技秘处、联合国和国际社会的相关努力。中方期待各方创造有利条件，尽快销毁叙化武生产设施。

Firstly, the OPCW should consistently push the CW destruction forward. The CW destruction constitutes the core objective of the Convention and the primary goal of the OPCW. The CW possessor states concerned should work to complete the destructions at an early date, in accordance with the Convention and the relevant decisions adopted by the policy-making organs of the OPCW. The OPCW should continue to ensure its inputs in this regard. China welcomes the positive progress made in the destruction and verification of the Syrian CWs, and commends the efforts by the Syrian government, the Secretariat of the OPCW, the United Nations as well as the international community towards this end. China is looking forward to all the parties working to create favourable conditions for the destruction of the Syrian CWPFs as soon as possible.

第二，国际社会应积极回应广大发展中国家开展国际合作的合理呼声。中方赞赏技秘处和有关缔约国在国际合作方面所做的努力，主张各方以第16届缔约国大会、三审会相关文件为指导，结合技秘处相关经验，全面听取发展中国家意见和需求，为下一步有针对性地开展国际合作酝酿形成指导性文件。

Secondly, the international community should respond positively to the reasonable calls of the developing countries for international cooperation. China appreciates the efforts made by the Secretariat and relevant States Parties in the field of international cooperation, and calls on all the parties to seek guidance from the relevant documents of the Sixteenth Session of the Conference of States Parties and the Third Review Conference, draw on the relevant experiences of the Secretariat, and take heed of all the views and needs of developing countries, with a view to discussing and formulating a guiding document on targeted efforts of international cooperation as the next step.

第三，日本在华遗弃化学武器销毁工作刻不容缓。中方今年共接待日遗化武视察8次。长期以来，日遗化武已造成一系列伤人事故和意外，对中国人民的生命财产和生态安全构成巨大威胁。其现实危害高于库存化武，销毁更为紧迫。中方对此有重大关切，并愿本着务实和建设性态度与日方保持合作，加速销毁进程。

Thirdly, the destruction of chemical weapons abandoned by Japan (ACW) in China brooks of no further delay. This year, China has received 8 inspections of Japanese ACWs. Japanese ACWs have already caused quite a number of accidents involving casualties and injuries and they still pose a huge threat to the lives and properties of the people and the ecological safety in China. In reality, they have proved to be more harmful than stockpile chemical weapons, which makes their destruction even more urgent. China is gravely concerned about this issue, and is prepared to continue its cooperation with Japan pragmatically and constructively, in order to speed up the destruction process.

在此，我想强调以下几点。一是尽管哈尔巴岭销毁工作于近日正式启动，但日遗化武总体销毁进度经两次延期后，目前仍滞后于执理会所设期限，中方对此深感遗憾和忧虑。希日方严格遵守公约义务和执理会有关决定，加大人员和资金投入，按双方共同提交的销毁计划尽早完成销毁。二是根据中日1999年达成的备忘录精神，日方应确保销毁过程不会造成任何环境污染和人员伤害。对于近期由于环境问题（排放超标）造成销毁停滞，中方表示严重关切。三是鉴于日遗化武分布广泛、数量巨大，日方应尽快提供具体埋藏信息，使挖掘和销毁工作更加有的放矢，不能让日遗化武发现全凭事故，从而使销毁客观上无限期拖下去！

On this occasion, I wish to underscore the following. First, although the destruction in Haerbaling was officially launched a few days ago, the overall destruction pace of Japanese ACWs had been delayed twice, and is again lagging behind the schedule specified by the Council. China finds this situation deeply deplorable and worrying. China urges Japan to honour its obligations under the Convention faithfully and implement the relevant decision of the Council dutifully, by increasing its human and financial inputs, so as to complete the destruction as soon as possible, in accordance with the destruction plan jointly submitted by the two sides. Second, in keeping with the spirit of the Memorandum reached by China and Japan in 1999, Japan should ensure that the destruction process will not cause any environmental pollution and personal injury. China is deeply concerned over the recent stagnation of the destruction efforts caused by environmental problems (emissions exceeding the standards). Third, since Japanese ACWs are widely located and in large quantities, Japan should provide specific information about their burial as soon as possible, to make better targeted excavation and destruction possible. The discovery of Japanese ACWs cannot count merely on accidents, which would amount, in reality, to an indefinite delay of the destruction.

Madam Chairperson,

中国一贯支持公约宗旨和目标，认真履行各项义务。作为公约第六条项下宣布设施数量最多的缔约国，中方迄今共接待禁化武组织各类视察近400次，今年已接待视察37次。2014年，中方与禁化武组织在华成功合办第五次援助与防护培训班及亚洲地区化工安全与安保研讨会，并与缅甸等非缔约国进行交流。中方希望通过研讨会、培训班、双边交流等多种方式，积极协助其他国家提升履约能力，并愿为推进公约普遍性、有效性贡献力量。

China has consistently supported the objectives and purposes of the Convention, and fulfilled all its obligations under it in earnest. As the State Party with the largest numbers of declared and inspectable facilities under Article VI of the Convention, China has, up to date, received close to 400 OPCW inspections of all categories, with 37 already this year alone. In 2014, China and the OPCW jointly held in China the fifth assistance and protection workshop and the seminar on chemical safety and security in the Asian region. The two events were full successes. On the occasions, China also conducted exchanges with Myanmar and other States not Parties. China hopes by different ways, such as seminars, training courses and bilateral exchanges, to assist other states actively in enhancing their abilities for implementing the Convention. China is also ready to make its contributions to the promotion of the universality and effectiveness of the Convention.

明年，中方将继续与禁化武组织技秘处密切合作，共同举办第六次援助与防护培训班，并将积极考虑适时举办医疗防护援助培训班，欢迎感兴趣的缔约国参加。中方欢迎禁化武组织执理会于上半年派代表团访问哈尔巴岭日遗化武销毁设施，考察日遗化武销毁工作。中方还愿就开展“非破坏性评估培训项目”（NDE Training）同技秘处保持沟通。

Next year, China will continue to work closely with the Technical Secretariat of the OPCW in jointly holding the sixth assistance and protection workshop. China will also give its favourable consideration to the hosting in due time of a training course on medical protection. Interested States Parties are welcome to participate in both events. The Executive Council of the OPCW is also welcome to send its delegation on a visit, in the first half of next year, to the Haerbaling Destruction Facilities for Japanese ACWs, for the purpose of reviewing the destruction process. In addition, China is willing to maintain its communication with the Secretariat on the “NDE Training Project”.

Madam Chairperson,

中国赞赏禁化武组织总干事艾哈迈德·尤祖姆居阁下及技秘处全体同事的专业素养和奉献精神，感谢他们为推进公约实施所做的大量工作。中国将一如既往，继续积极支持总干事和技秘处工作，为推进无化武世界进程作出共同努力。

China commends the Director-General, H.E. Mr. Ahmet üzümcü, and all the staff members of the Secretariat for their professionalism and dedication, and for the huge amount of work which they have performed for furthering the implementation of the Convention. China will, as always, actively support the work of the Director-General and the Secretariat in a joint effort, to advance the process of ridding the world of chemical weapons.

The Chinese delegation requests the issuance of this statement as an official document of this session of the Conference.
