很高兴在美丽的海港城市福塔莱萨同大家会晤。感谢罗塞夫总统和巴西政府为今天会晤所作的周到安排。欢迎莫迪总理出席金砖国家领导人会晤。祝贺巴西举办了一届成功精彩的世界杯足球赛。

 

It gives me great pleasure to join you in the beautiful coastal city of Fortaleza. Let me begin by thanking President Rousseff and the Brazilian government for the thoughtful arrangements for today’s meeting. Let me also extend welcome to Prime Minister Modi to the BRICS Summit and congratulations to Brazil on having hosted a successful and wonderful FIFA World Cup.

 

金砖国家领导人首次举行会晤5年来，金砖国家在许多重大国际和地区问题上共同发声、贡献力量，致力于推动世界经济增长、完善全球经济治理、推动国际关系民主化，成为国际关系中的重要力量和国际体系的积极建设者。

 

Five years ago, BRICS leaders met for the first summit. Since then, BRICS countries have spoken with one voice and made our contribution on many major regional and international issues. We are committed to promoting world economic growth, improving global economic governance and advancing democracy in international relations. We have thus become an important player in international relations and an active contributor in building the international system.

 

5年来，金砖国家各领域合作全面展开，涵盖经济、金融、贸易、社会、人文、科技等诸多领域，给各国人民带来实实在在的好处，合作基础更加坚实。

 

Over the past five years, BRICS cooperation has flourished in all areas, including economy, finance, trade, society, culture, people-to-people exchanges and science and technology, bringing tangible benefits to our peoples and putting our future cooperation on a more secure footing.

 

5年的实践证明，我们五国虽相距遥远，但同声相应、同气相求，志之所趋，穷山距海不能限。

 

As the five years’ experience shows, though our five countries are far apart, our concerted efforts, shared commitment and common aspirations are not to be stopped by mountains or seas.

 

各位同事！

 

Dear Colleagues,

 

金砖国家合作是不断前进的历史进程。我们要在总结经验的基础上，规划新的合作蓝图。我认为，这个蓝图就是发展金砖国家更紧密、更全面、更牢固的伙伴关系。

 

BRICS cooperation is an ongoing historical process. We need to take stock of past experience and map out a new cooperation blueprint, which, I believe, is to forge a closer and more comprehensive and solid BRICS partnership.

 

这要求我们发扬金砖国家独特的合作伙伴精神。我们应该坚持开放精神，发挥各自比较优势，加强相互经济合作，培育全球大市场，完善全球价值链，做开放型世界经济的建设者。我们应该坚持包容精神，推动不同社会制度互容、不同文化文明互鉴、不同发展模式互惠，做国际关系民主化的实践者。我们应该坚持合作精神，继续加强团结，照顾彼此关切，深化务实合作，携手为各国经济谋求增长，为完善全球治理提供动力。我们应该坚持共赢精神，在追求本国利益的同时兼顾别国利益，做到惠本国、利天下，推动走出一条大国合作共赢、良性互动的路子。

 

That calls for the spirit of cooperation and partnership unique to BRICS countries. We need to keep the spirit of openness to make full use of our respective comparative advantages, increase economic cooperation, foster a big global market, improve the global value chain and work for an open world economy. We need to keep the spirit of inclusiveness to promote harmony among different social systems, mutual learning among different cultures and civilizations and mutual benefit among different development models, and work for democracy in international relations. We need to keep the spirit of cooperation to further unite ourselves, accommodate each other’s concerns, deepen practical cooperation, jointly contribute to the growth of all economies and proving driving force for improving global governance. We need to keep the spirit of win-win progress to accommodate other countries’ interests while pursuing our own, bring benefits to our own countries and the world as a whole, and explore a path of win-win cooperation and positive interaction among major countries.

 

具体说来，我们应该在以下几个方面作出努力。

 

To be more specific, let us make efforts in the following areas:

 

第一，坚定不移推动经济可持续增长。金砖国家经济增长近来有所放缓，这既同外部因素有关，也是各国调整经济结构的客观结果。下一步，我们应该通过必要的经济改革，增强内生动力，保持经济稳定增长。我们应该坚持包容性增长理念，用社会政策托底宏观经济政策，织牢社会安全网，推动经济从量的增长转向质的提升。我们应该协调经济发展、社会发展、环境保护，拓展更大经济发展空间。

 

First, let us stay committed to sustainable economic growth. BRICS countries have recently experienced economic slowdown, which is attributable to external factors and is also a natural result of the economic restructuring of individual countries. What we need to do next is to introduce necessary economic reforms to increase the internal dynamism of our economies and maintain steady economic growth. We also need to pursue inclusive growth, support macroeconomic policies with social policies, build a firm social safety net and promote the shift from quantitative growth to qualitative upgrading. We need to jointly advance sustainable development, achieve a balance between economic development, social development and environmental protection and expand the space for economic development. 第二，坚定不移开展全方位经济合作。金砖国家资源禀赋、产业结构具有多样性和互补性，合作潜力巨大。我们应该建立更紧密经济伙伴关系，在贸易和投资领域探索建立一体化大市场，在货币金融方面构建多层次大流通，在基础设施建设领域形成陆海空大联通，在人文领域推动各国人民大交流。我们应该扎实推动务实合作，推动应急储备安排尽早投入运作，更多发挥工商理事会、智库理事会作用，争取各领域合作取得更多早期收获成果，给各国人民带来实实在在的好处。

 

Second, let us stay committed to advancing economic cooperation across the board. BRICS countries boast diverse resources and industrial structures, thus having a lot to offer each other and enjoying huge potential for cooperation. We need to establish a closer economic partnership, explore a big integrated market in the areas of trade and investment, promote multi-tiered interflows in the monetary and financial areas, forge land, sea and air links in the area of infrastructure development and advance people-to-people and cultural interactions. We need to make solid progress in practical cooperation, work for early operation of the Contingent Reserve Arrangement and make better use of the role of the Business Council and the Think Tanks Council so as to produce more early harvests from our cooperation in various areas and bring tangible benefits to people in our countries.

 

在各方共同努力下，我们今天就建立金砖国家开发银行达成共识。这是金砖国家合作进程中具有重要和深远意义的成果，体现了金砖国家团结合作、共同发展的政治意愿，不但有助于提高金砖国家在国际金融事务中的话语权，而且更重要的是能够造福我们和发展中国家人民。感谢大家支持金砖国家开发银行落户中国上海。我们愿同各方密切合作，做好充分准备，确保银行尽快启动。

 

With concerted efforts, we agreed on the establishment of the New BRICS Development Bank, an important outcome of far-reaching significance in the BRICS cooperation. It embodies the political will of BRICS for solidarity, cooperation and common development. It will not only help increase the voice of BRICS in international financial affairs, but more importantly, it will bring great benefit to the people of our countries and other developing countries. I appreciate your support in making Shanghai the headquarters of the bank. We stand ready to work with all parties to make every preparation for its early launch.

 

第三，坚定不移塑造有利外部发展环境。世界经济逐步走出低谷，为金砖国家发展提供了更好外部条件。同时，世界经济仍未完全摆脱国际金融危机影响，国际社会期待金砖国家继续保持发展势头。我们应该推动金砖国家在经济总量、对外贸易、国际投资等方面占全球比重继续上升，带动全球范围内的强劲、可持续、平衡增长。我们应该推动完善全球经济治理，把增加发展中国家代表性和发言权的有关共识和决定落到实处，确保各国在国际经济合作中机会平等、规则平等、权利平等。我们应该推动加强全球宏观经济政策协调，防范主要经济体经济政策变动给金砖国家带来负面外溢效应。

 

Third, let us stay committed to creating a favorable external development environment. The global economy is moving gradually out of the downturn, which provides better external conditions for the development of BRICS countries. However, the world economy has not fully emerged from the shadow of the international financial crisis, and the international community hopes that BRICS countries could continue to demonstrate our development momentum. We need to increase BRICS countries’ share in global economic aggregate, global trade and international investment and help promote strong, sustainable and balanced growth in the world. We also need to work for improved global economic governance, truly implement relevant consensus and decisions on increasing the representation and voice of developing countries and ensure that countries enjoy equal opportunities and rights in international economic cooperation and that the rules are applicable to all countries on an equal footing. We need to strengthen global macroeconomic policy coordination and prevent negative spillover effects of their economic policy changes of major economies on BRICS countries.

 

第四，坚定不移提高道义感召力。金砖国家主持公道、弘扬正义，致力于建设公平公正的美好世界，是国际关系中的正能量。我们应该放大这种正能量，在国际事务中共同提出方案，伸张正义，践行平等。我们应该积极参与世界反法西斯战争胜利70周年纪念活动，共同维护国际公理，决不允许任何势力为侵略历史翻案。我们应该推动建立全球发展伙伴关系，让世界上的贫困人口改变生活面貌。只要金砖国家人民同世界各国人民携手同心，金砖合作、南南合作和人类发展之路就会越走越宽广。

 

Fourth, let us stay committed to increasing the moral appeal of BRICS countries. As advocates of fairness and justice, BRICS countries are committed to building a fair, just and beautiful world and represent positive energy in international relations. We need to magnify such positive energy, come up with joint proposals in international affairs, and uphold justice and equality in the world. It is important that we take an active part in commemorations of the 70th anniversary of the world anti-fascist war, jointly safeguard international justice and never allow any force to change the verdict on the history of their aggression. We need to establish global development partnerships and improve the lives of people in poverty. As long as people of BRICS countries work in unison with people of other countries, the path of cooperation among BRICS countries, and of South-South cooperation and human development will grow even wider.

 

巴西朋友告诉我，有一本畅销书叫做《巴西：未来之国》，书中寄托了对人类文明的美好希望。我期待着金砖国家能够像书中憧憬的那样，共同成为繁荣、富强、民主、文明的未来之国，开创世界经济增长更加多元、国际关系更加民主的美好未来。

 

My Brazilian friends once told me about a bestseller entitled Brazil: Land of the Future, which envisages a bright future for humanity. I hope that as envisioned in the book, that BRICS countries will all become countries of the future that enjoy prosperity, strength, democracy and advanced culture, so that we could create an even better future of more diversified economic growth and greater democracy in international relations.

 

各位同事！

 

Dear Colleagues,

 

中国正在全面深化改革，发挥市场在资源配置中的决定性作用，更好发挥政府作用，努力建设开放型经济新体制。2013年，中国成为全球128个国家的最大贸易伙伴，年货物进口额接近2万亿美元，对外非金融类投资超过900亿美元，出境旅游近1亿人次。这些数字还在扩大，将为世界经济增长创造更多需求和机会。

 

China is deepening reform in a comprehensive way. We will bring into play the decisive role of the market in resources allocation, better leverage the role of the government and build a new system of open economy. In 2013, China was the biggest trading partner to 128 countries in the world. Its imports of goods approached US$2 trillion. Non-financial investment to other countries exceeded US$90 billion. And almost 100 million outbound visits were made by the Chinese tourists. These figures, which keep increasing as we speak, will generate greater demand and opportunities in world economic growth.

 

中国外交有原则、重情谊、讲道义、谋公正。对大国关系，中国主张不冲突不对抗、相互尊重、合作共赢，共同走和平发展之路。对金砖国家合作，我们尤为珍视，列为外交优先领域，坚持同金砖国家做好朋友、好兄弟、好伙伴。

 

In conducting diplomacy, China observes principles and morality, values friendship and seeks justice. In developing its relations with major countries, China upholds the principles of non-conflict, non-confrontation, mutual respect and win-win cooperation and advocates joint pursuit of peaceful development. In particular, we value our cooperation with BRICS countries and have made it a priority in our diplomatic agenda. We will always be a good friend, good brother and good partner of other BRICS countries.

 

我相信，一个发展质量更好、更具包容性、更可持续的中国，一个在国际关系中倡导和平、发展、合作、共赢的中国，一个积极参与金砖国家合作的中国，必将继续为维护世界和平、促进共同发展作出更大贡献。

 

I am convinced that China, a country that is moving to embrace greater inclusiveness and better development quality and sustainable development, a country that advocates peace, development and win-win cooperation in international relations and a country that takes an active part in cooperation among BRICS countries, will contribute even more to world peace and common development.
