问：去年底，中国和越南正式启动了北部湾湾口外海域共同考察海上作业，听说近期将结束共同考察。你能否证实并介绍有关情况？

 

Q: China and Vietnam officially launched the joint inspection of the waters outside the mouth of the Beibu Bay at the end of last year. It is said that the inspection is coming to an end. Can you confirm and update us on that?

 

答：正如你所说，按照两党两国领导人达成的共识，中越于2015年12月19日正式启动北部湾湾口外海域共同考察海上作业。目前，双方已顺利完成既定任务，将于近日返港并于4月23日在中国广州举行共同考察海上实地作业结束庆祝仪式。

 

A: As you said, in accordance with the consensus between leaders of the two Parties and states, China and Vietnam officially launched the joint inspection of the waters outside the mouth of the Beibu Bay on December 19, 2015. The two sides have finished their set tasks smoothly. They will return to the bay very soon and hold a closing ceremony for the joint operation in Guangzhou, China on April 23.

 

中越北部湾湾口外海域共同考察的顺利实施，充分体现了两国致力于通过合作妥善处理海上分歧的精神，有利于进一步营造和平、友好、合作的海上氛围，增加政治互信，为寻求海上问题的基本和长久解决办法创造必要条件。北部湾湾口外海域自然资源潜力丰富，通过共同考察，双方将进一步了解该海域相关情况，提升两国海上科研合作水平并为该海域共同开发和划界谈判工作奠定坚实基础。

 

The successful joint inspection fully reflects the two countries’ commitment to resolving maritime disputes properly through cooperation. It will help build up a peaceful, amicable and cooperative atmosphere on the sea, enhance political mutual trust, and create necessary conditions for a basic and long-term solution to maritime issues. The waters outside the mouth of the Beibu Bay are rich in natural resources. The joint inspection will enable the two sides to get more information on this area, elevate the level of bilateral cooperation on maritime scientific research, and lay a solid ground for joint development and demarcation negotiations of this area.

 

下一步，双方将继续密切配合，切实落实好两党两国领导人的共识，积极推进北部湾湾口外海域共同开发并稳步推进该海域划界工作。

 

Going forward, the two sides will continue to cooperate closely, earnestly implement the consensus between leaders of the two Parties and states, take active steps to move forward the joint development of the relevant waters and steadily push ahead with maritime demarcation work.

 

问：多数菲律宾总统候选人都表示，尽管菲中存在海上争议，如当选将会与中国就发展经贸合作开展对话。其中一位候选人杜特尔特表示，如果中方同意帮菲修建铁路或其他基础设施，他愿意搁置争议。中方对此持何立场？是否对菲新总统上台后改善中菲关系表示乐观？

 

Q: Many Philippine presidential candidates said that despite the maritime disputes between the Philippines and China, they would have dialogues with China on developing economic cooperation and trade if elected. One of the candidates Rodrigo Duterte said that if China agrees to help the Philippines build railways and other infrastructure, he is ready to shelve disputes with China. What is China’s stance? Is China optimistic about improving bilateral ties after the election of a new Philippine president?

 

答：菲律宾是中国隔海相望的近邻，两国发展友好合作关系理所应当，符合两国人民的利益。但是近年来，由于众所周知的原因，中菲关系遭遇了严重困难。我们注意到，菲方内部也有一些人士在反思，近年菲方奉行的有关政策是否符合菲律宾人民的利益。对于中方来说，我们重视发展对菲关系，期待菲新一届政府能够奉行积极和明智的对华政策，妥善处理有关争议，以实际行动改善中菲关系。

 

A: The Philippines is a close neighbor of China separated by sea. It is natural for the two countries to develop amicable and cooperative relations which serve the interests of the two peoples. However, in recent years, due to reasons well-known to all, bilateral relations have met some major setbacks. We have noted that some people from the Philippine side are also reflecting upon the matter whether relevant policies adopted by the Philippines truly meet the interests of their people. We attach importance to developing relations with the Philippines, and hope that its new government can adopt positive and well-thought policies towards China, properly deal with relevant disputes, and improve bilateral relations with concrete actions.

 

问：据报道，今天日本首相安倍晋三向靖国神社供奉了“真榊”祭品。中方对此有何评论？

 

Q: Today, Japanese Prime Minister Shinzo Abe offered a “masakaki” ceremonial tree at the Yasukuni Shrine. What is China’s comment?

 

答：靖国神社供奉着对侵略战争负有直接责任的二战甲级战犯。中方在靖国神社问题上的立场是一贯和明确的，我们敦促日方切实正视和深刻反省侵略历史，同军国主义划清界限，以实际行动取信于亚洲邻国和国际社会。

 

A: The Yasukuni Shrine honors Class A war criminals of World War Two that were directly responsible for Japan’s war of aggression. China’s position on the issue of the Yasukuni Shrine is consistent and clear. We urge Japan to honestly and deeply reflect on its invasion history, make a clean break with militarism, and take practical actions to win back the trust of its Asian neighbors and the international community.

 

问：据了解，中国与韩国近期将在北京举行中韩海域划界谈判工作组首轮会谈。请证实并介绍有关情况。

 

Q: It is learnt that China and the ROK will hold the 1st working groups’ meeting on maritime demarcation in Beijing. Can you confirm this and give us more details?

 

答：根据2015年12月在韩国首尔举行的中韩海域划界政府谈判代表团首轮会谈共识，经商定，中韩海域划界谈判工作组首轮会谈将于4月22日在北京举行。双方将就海域划界有关问题交换意见。

 

A: In accordance with the consensus reached during the 1st round of talks between China-ROK governmental negotiating delegations on maritime demarcation held in Seoul in December 2015, it is agreed that the 1st working groups’ meeting on maritime demarcation will be held in Beijing on April 22, during which the two sides will exchange views on relevant issues regarding maritime demarcation.

 

中韩两国通过谈判协商公平合理解决海域划界问题，对于保障两国间海域的安宁和稳定、巩固和发展两国友好合作关系具有重要意义。这也充分体现出中方所一贯坚持的与直接当事国在尊重历史事实的基础上，根据国际法，通过谈判协商解决有关争议的立场和主张。希望中韩通过友好协商公平合理解决海洋权益主张重叠问题，为地区国家解决类似问题树立良好典范。

 

To seek an equitable and reasonable solution to the maritime demarcation issue through negotiations and consultations is of great significance to maintaining tranquility and stability of the waters between China and the ROK and consolidating and developing bilateral amicable cooperation. It also gives full expression to China’s long-standing stance and proposition of resolving relevant disputes with parties directly concerned through negotiations and consultations in accordance with international law and on the basis of respecting historical facts. It is hoped that China and the ROK can address the overlapping claims on maritime rights and interests in an equitable and reasonable way through friendly consultations and set a good example for the resolution of similar issues among regional countries.

 

问：美国国务院对朝政策特别代表金圣镕本周将到北京会见中方代表。你能否介绍有关情况？

 

Q: US State Department’s Special Representative for North Korea Policy Sung Kim will arrive at Beijing this week to meet his Chinese counterpart. Do you have more details?

 

答：美国国务院对朝政策特别代表金圣镕于今天抵京。中国政府朝鲜半岛事务特别代表武大伟将同他就朝鲜半岛局势交换意见。

 

A: US State Department’s Special Representative for North Korea Policy Sung Kim is arriving at Beijing today. Special Representative of the Chinese Government for Korean Peninsula Affairs Wu Dawei will exchange views with him on the Korean Peninsula situation.

 

问：日前叙利亚反对派“最高谈判机构”宣布暂停出席日内瓦和谈，中方是否认为日内瓦和谈已陷入僵局？在推动政治解决叙利亚问题上，中方将发挥什么作用？

 

Q: The Syrian opposition High Negotiations Committee (HNC) decided to postpone participation in the Geneva peace talks. Does China believe that the Geneva peace talks have come to an impasse? What will China do to promote the political settlement of the Syrian issue?

 

答：各方为启动叙利亚问题新一轮日内瓦和谈付出了艰辛努力，中方对目前和谈遇到的困难表示关切。政治解决是化解叙利亚危机的唯一现实出路。中方支持根据安理会决议要求以及叙利亚问题国际支持小组外长会议共识，推进日内瓦和谈进程，支持联合国秘书长特使德米斯图拉的斡旋努力。中方呼吁叙利亚所有各方继续本着不预设先决条件的原则，建设性参与日内瓦和谈，谈下去，谈出成果，这符合叙利亚国家和人民的根本利益。中国政府叙利亚问题特使解晓岩大使正在有关地区国家访问。中方将为推动叙利亚问题政治解决进程继续发挥作用。

 

A: All parties have worked hard for launching the new round of Geneva peace talks on the Syrian issue. China is concerned about the difficulties that the peace talks have come across at the moment. Political settlement represents the only practical way out of the Syrian crisis. China supports the efforts in moving forward the Geneva peace talks in accordance with the Security Council resolutions and the consensus of the International Syria Support Group. We support the mediation efforts by UN Special Envoy for Syria Staffan de Mistura and call on all parties in Syria to take part in the Geneva peace talks constructively without setting any preconditions and carry on the talks until outcomes are reached. This serves the fundamental interests of Syria and its people. Special Envoy Xie Xiaoyan of the Chinese government for Syria is visiting relevant countries in the region. China will continue to contribute to the political settlement of the Syrian issue.

 

问：中印边界问题特别代表第19次会晤20日在北京举行，中方能否介绍此次会晤的有关情况？

 

Q: The 19th round of talks between special representatives on the China-India boundary question was held here on April 20. Do you have more details on the outcomes of this meeting?

 

答：中印边界问题特别代表第19次会晤20日在北京举行。中方特别代表、国务委员杨洁篪同印方特别代表、国家安全顾问多瓦尔就边界、双边关系、地区及国际等双方共同关心的各种问题开展广泛、深入、坦诚的沟通。多瓦尔特别代表还向中方转达了莫迪总理对习近平主席、李克强总理的问候。今天下午，李克强总理还要会见多瓦尔特别代表。

 

A: The 19th special representatives’ meeting on the China-India boundary question was held in Beijing on April 20. Chinese Special Representative and State Councilor Yang Jiechi met with his Indian counterpart, National Security Adviser Ajit Doval. They had extensive, in-depth and candid exchange of views on the boundary question, bilateral relations, and regional and international issues of common interest. Special Representative Doval also conveyed greetings from Indian Prime Minister Modi to President Xi Jinping and Premier Li Keqiang. Premier Li Keqiang will meet with Special Representative Doval this afternoon.

 

关于会晤的情况新华社已经有了比较详细的报道。我想指出的是，特别代表会晤是中印两国解决历史遗留的边界问题的重要渠道。通过此次特代会晤，双方增进了互信，扩大了共识。此次会晤对推动边界问题的解决、保持两国边境地区的和平安宁和维护两国关系的健康稳定发展都具有重要意义。

 

The Xinhua News Agency has a detailed coverage on the meeting. I want to stress that the special representatives’ meeting is a major channel for the two sides to resolve the boundary question which was left over from history. The two sides enhanced mutual trust and expanded consensus through this meeting which is of great significance in promoting settlement of the boundary question, maintaining peace and tranquility of the border areas and securing sound and stable development of bilateral relations.
