问：据报道，一辆载有韩国乘客的大巴昨天在吉林省集安市发生坠桥事故，造成人员伤亡。请介绍有关情况。

 

Q: A bus carrying ROK tourists fell off a bridge in Ji’an city of Jilin Province yesterday, causing deaths and injuries to some on board. Please give us more details on that.

 

答：7月1日16时许，一旅游大巴车在吉林省集安市发生坠桥事故。车上共有28人，其中韩国籍游客26人，中国司机1人，导游1人。事故导致10名韩籍游客和中国司机遇难，我们对遇难者表示沉痛哀悼，对伤者和遇难者家属表示深切慰问。

 

A: A tourist bus with 26 ROK tourists, one Chinese driver and one tourist guide on board ran off the bridge in Ji’an city of Jilin Province at around four o’clock yesterday afternoon. 10 ROK tourists and the Chinese driver lost their lives in the accident. We extend deep condolences to the deceased and sympathies to the injured and the bereaved families.

 

中方高度重视此次事故，相关部门迅速赶赴现场，全力开展救援工作。中国外交部第一时间致电韩驻华使领馆，通报事故及救援情况，并代表中方表示慰问。

 

The Chinese side is highly concerned about the accident, and relevant departments have rushed to the site to carry out all-round rescue operation. The Chinese Foreign Ministry immediately informed the ROK Embassy in China of the accident and the rescue work, and extended sympathies on behalf of the Chinese government.

 

目前，遇难者得到妥善安置，伤者得到有效救治。中方将尽全力做好善后工作，对韩方人员和伤亡者家属来华处理善后提供一切便利和协助，与韩方共同处理好相关事宜。

 

The deceased are now properly attended and the injured effectively treated. The Chinese side will make utmost efforts to deal with the follow-up matters, provide all convenience and assistance for the ROK side and families of the deceased and the injured who will come to China, and work with the ROK side in properly handling relevant matters.

 

问：据了解，中韩两国将于近期举行第一次1.5轨对话，请介绍相关情况。

 

Q: It is learned that China and the ROK will hold the first Track 1.5 dialogue. Please brief us on that.

 

答：第一次中韩1.5轨对话将于7月7日在珠海举行，中国外交部部长助理刘建超和韩国外交部次官补金烘均将分别率团出席，两国有关领域专家将与会发言。双方将重点围绕外交、安全、经济、文化、学术、舆论等领域，就如何推动两国真正成为实现共同发展、致力地区和平、携手振兴亚洲、促进世界繁荣的伙伴展开深入探讨，并就共同关心的国际地区问题交换意见。

 

A: The first Track 1.5 dialogue between China and the ROK will be held in Zhuhai on July 7. Chinese Assistant Foreign Minister Liu Jianchao and Deputy Minister Kim Hong-kyun of the ROK Foreign Ministry will lead delegations to the dialogue, and experts from the two countries will address the dialogue. The two sides will discuss how to make China and the ROK partners for common development, regional peace, revival of Asia and world prosperity in areas of diplomacy, security, economy, culture, academics and public opinion. Views will also be exchanged on international and regional issues of common interest.

 

中韩1.5轨机制是2014年7月习近平主席访韩时同朴槿惠总统达成的重要共识，并写入《中韩联合声明》。这一机制的设立，是对两国现有各级交流合作机制的有益补充，将进一步有力推动中韩关系不断深化发展。

 

The China-ROK Track 1.5 mechanism, which has been embodied in the China-ROK Joint Statement, is an important consensus reached during President Xi Jinping’s visit to the ROK last July when he met with President Park Geun-hye. This mechanism well complements the existing bilateral exchange and cooperation mechanisms at various levels, and is sure to strongly advance the development of China-ROK ties.

 

问：据报道，美国总统奥巴马1日发表讲话称，美决定与古巴恢复外交关系，并呼吁国会解除对古禁运。古巴领导人劳尔·卡斯特罗也致函奥巴马，同意恢复与美外交关系并于20日互设使馆。古巴外交部称，美应停止对古经济禁运和颠覆活动。中方对此有何评论？

 

Q: According to media reports, US President Barack Obama said on July 1 that the US decided to re-establish diplomatic relations with Cuba and called on the Congress to lift embargoes on Cuba. Cuban leader Raul Castro also wrote to President Obama agreeing to resume diplomatic relations and reopen embassies on July 20. The Foreign Ministry of Cuba asked the US to remove economic embargoes on and stop subversive programs in Cuba. What is China’s comment on this?

 

答：美国和古巴决定恢复外交关系，迈出了两国关系正常化的重要一步。这符合美古两国和两国人民的共同利益，有利于整个美洲地区的稳定和发展，也顺应了国际社会长期以来的普遍呼声。这是一件好事，我们对此感到高兴，表示欢迎和支持。

 

A: The US and Cuba decided to re-establish diplomatic relations. This important stride towards the normalization of bilateral relations meets the common interests of the two countries and two peoples, facilitates stability and development of the Americas and answers the international call that has been there for a long time. We are happy about this good move, and welcome and support it.

 

希望美古保持对话和磋商，相向而行，进一步巩固两国关系改善的势头。希望美方尽早全面取消对古巴的封锁和制裁政策，双方按照联合国宪章宗旨和国际关系基本准则发展正常的国家间关系。

 

We hope the US and Cuba can meet each other halfway and further consolidate the momentum of improving bilateral relations by continuing with dialogue and consultation. We hope the US side can soon and completely lift the bans and sanctions on Cuba, so that the two countries are able to develop normal state-to-state relations following the purposes of the UN Charter and the basic norms governing international relations.

 

问：第一，中方是否计划派观察员赴海牙参加下周举行的菲律宾提起的南海仲裁案仲裁庭庭审？第二，有报道称，中方在南沙有关岛礁的机场跑道建设已接近尾声。你能否证实并提供具体信息？

 

Q: First, does China plan to send observers to the Hague next week for the Philippines-initiated arbitration case on the South China Sea? Second, media reports say that China’s construction of an airstrip on a Nansha island is coming to an end. Can you confirm this and give us more details?

 

答：关于第一个问题，中方不接受、不参与菲律宾单方面提起的所谓南海仲裁案，这一立场是明确的。菲方此举实际上是披着法律外衣的政治挑衅，企图否定中国在南海的领土主权和海洋权益，进一步扩大菲方的非法利益，迫使中方在有关问题上妥协。这是不切实际的，也不会有任何结果。我们再次敦促菲方丢掉幻想，与中方相向而行，回到通过谈判和协商解决有关争议的正确轨道上来。

 

A: On your first question, China has made it pretty clear of not accepting nor participating in the South China Sea arbitration unilaterally initiated by the Philippines. What the Philippines does is an obvious political provocation under the cloak of law. By negating China’s territorial sovereignty and maritime rights and interests in the South China Sea, the Philippines attempts to attain more illegal interests for itself and force China to make compromise on relevant issue. This is impractical and will lead nowhere. We once again urge the Philippine side to discard illusions, meet China halfway and come back to the right track of resolving relevant disputes through negotiation and consultation.

 

关于第二个问题，我不了解具体情况。我们已经介绍过，根据既定作业计划，中国在南沙群岛部分驻守岛礁上的建设已于近日完成陆域吹填工程，下阶段中方将开展满足相关功能的设施建设。

 

On your second question, I have no specifics at hand. As we have stated, the land reclamation project of China’s construction on some garrisoned Nansha islands and reefs has been completed recently as scheduled. Facility building to fulfill relevant functions will be started in the next stage.

 

问：据报道，法国和英国外长将赴维也纳参加伊朗核问题谈判。王毅外长是否也会出席？

 

Q: Foreign Ministers of France and the UK are said to attend the Iranian nuclear talks in Vienna. Will Foreign Minister Wang Yi be there too?

 

答：在过去几天里，我们已多次表达了对正在维也纳进行的伊核问题全面协议谈判的重视。我们希望在当前这一最后关键时刻，各方能够保持定力，尽早作出政治决断，争取达成一项互利共赢、公正平衡的全面协议。中方一直为推动达成全面协议作出建设性努力。我们会适时发布王毅外长与会消息。

 

A: As we have said in the past few days, we attach great importance to the ongoing Iranian nuclear talks on a comprehensive agreement in Vienna. We hope all parties can stay focused, make early political decisions, and strive for a comprehensive agreement that is win-win to all, equitable and balanced at the last critical moment. The Chinese side has been making constructive efforts to this end. Information about Foreign Minister Wang Yi’s attendance at the meeting will be released in due course.
