一、5月27日至28日，亚欧互联互通产业对话会将在重庆举行，国务院副总理张高丽将出席开幕式并致辞。本次对话会以“创新引领行动，推进亚欧互联互通”为主题。柬埔寨副首相尹财利、斯洛伐克副总理兼财政部长卡日米尔等将应邀与会。

 

The ASEM Industry Dialogue on Connectivity will be held in Chongqing from May 27 to 28. Vice Premier Zhang Gaoli of the State Council will attend and address the opening ceremony. The theme of the dialogue is “Advancing Asia-Europe Connectivity Through Innovation”. Deputy Prime Minister of Cambodia Yim Chhaily, Deputy Prime Minister and Minister of Finance of the Slovak Republic Peter Kazimir and others will attend the dialogue upon invitation.

 

二、应俄罗斯联邦安全会议秘书帕特鲁舍夫邀请，国务委员杨洁篪将于5月25日至26日赴莫斯科出席金砖国家安全事务高级代表第五次会议并举行中俄第十一轮战略安全磋商。

 

At the invitation of Secretary Nikolai Patrushev of the Security Council of the Russian Federation, State Councilor Yang Jiechi will attend the fifth meeting of BRICS senior representatives on security issues and host the eleventh China-Russia Strategic Security Consultation in Moscow from May 25 to 26.

 

问：昨天朝鲜方面表示，朝鲜的核打击手段进入小型化和多样化阶段。中方对朝鲜推进核武技术发展有何评论？

 

Q: The DPRK said yesterday that it has developed the capacity to miniaturize and diversify nuclear weapons. What is China’s comment on the DPRK’s advancement in nuclear weapon technologies?

 

答：我注意到有关报道。中方一贯主张坚持实现朝鲜半岛无核化、坚持维护半岛和平稳定、坚持通过对话协商解决问题。当前半岛局势复杂敏感，中方敦促有关各方保持冷静克制，避免相互刺激，多做有利于缓和局势的事情，共同为维护半岛和平稳定大局、推动早日重启六方会谈作出切实努力。

 

A: I have noted the report. The Chinese side stays committed to realizing denuclearization on the Korean Peninsula, safeguarding peace and stability of the Peninsula and resolving problems through dialogue and consultation. Given the complex and sensitive situation on the Peninsula, the Chinese side calls on all parties concerned to keep calm, exercise restraint, avoid provoking each other, do more to ease the tension and make joint and tangible efforts to uphold peace and stability of the Peninsula and push for the early resumption of the Six-Party Talks.

 

问：据报道，20日，美国常务副国务卿布林肯在印尼雅加达出席会议时称，中国在南海填海造地等行为将引发地区局势紧张、不稳定甚至冲突。美在南海主权问题上不持立场，但强烈反对通过武力或胁迫进行主权声索。中方对此有何回应？

 

Q: US Deputy Secretary of State Antony Blinken reportedly told a conference yesterday in Jakarta, Indonesia that land reclamation by China in the South China Sea risks provoking tension, instability and can even lead to conflict. He said that the US does not take sides on issues concerning the sovereignty over the South China Sea but strongly opposes actions that aim to advance a claim by force or coercion. How does China respond?

 

答：中国是在自己的主权范围内搞建设，其目的主要是为了在南海海上搜救、防灾减灾、航行安全等方面提供服务，更好地履行中国的国际责任和义务，其特点是和平性和公益性，无可指摘。美方的臆断站不住脚，有关言论不仅丝毫无助于有关争议的解决，也不利于维护地区国家间互信与南海和平稳定，只会助长个别国家不断采取新的挑衅行动。

 

A: China carries out construction within the scope of sovereignty, with the aim of providing services for search and rescue, disaster prevention and reduction and navigation security in the South China Sea, and better performing China’s international responsibilities and duties. It is a peaceful cause for public interests, and thus beyond reproach. The speculation by the US does not hold water. The relevant remarks will do no good at all to the settlement of relevant disputes, nor will they help maintain mutual trust among countries in the region as well as peace and stability in the South China Sea. It will only end up encouraging a few countries to take different provocative actions.

 

希望美方恪守在主权争议问题上不选边站队的承诺，从事情的是非曲直出发，客观公正看待有关问题，谨言慎行，不发表不负责任的言论，多为地区和平稳定发挥建设性作用。

 

It is hoped that the US can honor its commitment of not taking sides on issues relating to sovereignty, take an objective and fair look at the relevant issue on its own merits, be discreet with words and deeds, refrain from making inappropriate remarks and play a more constructive role in safeguarding regional peace and stability.

 

问：据报道，20日，中国海军向飞越中国南海岛礁的美军巡逻机发出警告。请证实。

 

Q: It is reported that the Chinese navy issued warnings as a US surveillance plane on Wednesday flew over China’s islands in the South China Sea. Please confirm that.

 

答：我不掌握你所说的具体情况。我愿再次重申，中国对南沙群岛及其附近海域拥有无可争辩的主权。中方有权对有关海空情况进行监控，防止出现危害中国国家安全的情况和海空意外事件。中方敦促有关国家切实尊重中方主权和权益，不采取使争议复杂化、扩大化的举动，为维护地区和平稳定发挥建设性作用。

 

A: I am not aware of the specifics. I would like to reiterate that China has indisputable sovereignty over the Nansha Islands and their adjacent waters. The Chinese side is entitled to monitor the situation in relevant waters and airspace, so as to guard against any harm to China’s national security and maritime and aerial accidents. The Chinese side urges the relevant country to respect China’s sovereignty as well as rights and interests, avoid taking any action that may complicate or exacerbate the disputes and play a constructive role for regional peace and stability.

 

问：据报道，20日，印尼方面炸沉41艘涉嫌非法捕捞的外国渔船，这些渔船来自越南、泰国、菲律宾、中国等国。中方对此有何评论？

 

Q: It is reported that on May 20, the Indonesian side blew up and sank 41 foreign fishing vessels suspected of illegal fishing. These vessels were from Vietnam, Thailand, the Philippines, China and other countries. What is China’s comment on that?

 

答：中方对有关报道表示严重关切，正在核实有关情况并要求印尼方就此作出澄清。渔业合作是中印尼互利合作的重要组成部分，我们一贯要求印尼方以建设性态度推进两国渔业合作，切实维护中国企业合法权益。

 

A: The Chinese side expresses strong concern about the relevant report. We are checking up on what has happened and calling on the Indonesian side to make a clarification on that. Fishery cooperation is part and parcel of the mutually beneficial cooperation between China and Indonesia. We always ask the Indonesian side to advance fishery cooperation with China in a constructive attitude and safeguard the legitimate rights and interests of Chinese companies.
