问：据报道，美国“国会—行政部门中国委员会”（CECC）20日举行“香港民主的未来”听证会，听证会由CECC共同主席布朗和史密斯主持，前香港总督彭定康等参与作证。相关人员指称香港民主与自由状况日益恶化，鼓励香港民主派与学生继续为香港民主自由奋斗，强调美应重新提交有关涉港年度报告。中方对此有何评论？

 

Q: The US Congressional-Executive Commission on China (CECC) reportedly held a hearing on the future of democracy in Hong Kong on November 20. It was presided over by CECC chairman Sherrod Brown and co-chairman Christopher Smith and witnessed by former British governor of Hong Kong Chris Patten and etc. They talked about the deterioration of democracy and freedom in Hong Kong, encouraged Hong Kong democrats and students to continue with their fight for democracy and freedom and underscored that the US should renew its annual report on Hong Kong. What is China’s comment?

 

答：香港回归以来，居民基本权利和自由得到充分保障。中国中央政府坚定不移地支持香港依法循序渐进地发展民主政制，真诚希望香港在2017年实现普选，这将是香港民主发展的历史性进步。

 

A: Since Hong Kong’s return to the motherland, the basic rights and freedoms of its citizens have been fully guaranteed. The central government of China is committed to supporting the democratic and constitutional development of Hong Kong in a lawful and step-by-step way, and sincerely hopes that the universal suffrage in Hong Kong can be achieved in 2017 which will be a historic progress in Hong Kong’s democratic development.

 

香港是中国的特别行政区，香港事务纯属中国内政。我们坚决反对任何外国政府、机构和个人假借各种名义干涉香港事务，破坏香港稳定。

 

Hong Kong is a special administrative region of China, and Hong Kong affairs fall entirely within China’s domestic affairs. We staunchly object to interference in Hong Kong affairs and damage of Hong Kong’s stability by any foreign government, institution or individual under any pretext.

 

问：据报道，俄罗斯外长拉夫罗夫20日在会见到访的朝鲜最高领导人金正恩特使崔龙海后称，朝鲜准备在不设先决条件的情况下恢复朝核问题六方会谈。中方对此有何评论？

 

Q: After meeting with Choe Ryong Hae, the special envoy of DPRK Supreme Leader Kim Jong Un on November 20, Russian Foreign Minister Sergei Lavrov said that Pyongyang is ready for the resumption of the Six-Party Talks without any preconditions. How does China respond to this?

 

答：推进朝鲜半岛无核化、维护半岛和平稳定符合有关各方共同利益，也是各方的共同责任。当前形势下，有关各方应共同努力，发挥智慧，尽快回到对话协商轨道，为推动重启六方会谈创造条件。

 

A: It is in the common interests of all parties and a common responsibility shared by all that denuclearization of the Korean Peninsula be advanced and peace and stability of the Peninsula be maintained. Given the current circumstances, parties concerned should make concerted efforts, leverage their wisdom, come back to the track of dialogue and consultation as soon as possible so as to create favorable conditions for the resumption of the Six-Party Talks.

 

问：美国国家安全局局长称，中国有能力通过网络黑客攻击手段使美国关键基础设施瘫痪。中方对此有何评论？

 

Q: The director of the US National Security Agency said that China has the ability to shut down computer systems of key US utility facilities by hacker attacks. What is China’s comment on that?

 

答：中国是遭受网络攻击最严重的国家之一。根据中国有关部门的统计数字，大量的攻击来自美国。中国法律禁止黑客攻击等破坏互联网安全的行为，中国政府坚决打击相关犯罪活动。这是不容置疑的事实。

 

A: China is one of the major victims of cyber attacks. According to the statistics released by competent authorities of China, a large amount of such attacks originate from the US. The law of China prohibits activities undermining security of the Internet, such as hacker attacks. The Chinese government resolutely combats relevant criminal activities. This is beyond all doubt.

 

希望美方停止对中方无端猜疑和指责，从自己做起，采取实际行动，多做有利于维护网络空间和平与安全的事。

 

It is hoped that the American side will stop its groundless speculation of and accusation against the Chinese side, take concrete actions itself and make more contributions to safeguarding peace and security of the cyber space.

 

问：美国与日本近期举行了“利剑”联合军事演习，中方对此有何评论？

 

Q: The US and Japan recently held a joint military exercise named Keen Sword. What is China’s view on this?

 

答：我们希望有关国家尊重本地区国家的安全关切，慎重行事，多做有利于维护本地区和平稳定、增进互信的事情。

 

A: We hope that relevant countries can respect the security concerns of countries in this region, take prudent actions and do more things that are helpful to maintain regional peace and stability and enhance mutual trust.

 

问：日本国土交通大臣表示要加强打击在日本小笠原群岛附近海域非法捕捞红珊瑚的中国船只，日本海上保安厅还派出更多巡逻船抓扣非法捕捞的中国船只。中方对此有何评论？

 

Q: The Minister of Land, Infrastructure, Transportation and Tourism of Japan called for an intensified crackdown on the illegal harvest of red coral by Chinese boats in waters around the Ogasawara Islands. Japan’s coast guard has also sent more patrol boats to seize Chinese boats engaged in illegal fishing. What is China’s comment on that?

 

答：中国政府在打击非法采捕红珊瑚方面的态度是认真、严肃的。近期已通过宣传教育、执法检查、依法惩处等措施加强综合治理，取得良好效果。目前，日本有关海域的珊瑚捕捞船数量已大幅减少。中方希与日方进一步加强两国执法部门合作，共同依法、妥善解决有关问题。

 

A: The Chinese government is serious and solemn in cracking down on the illegal harvest of red coral. We have strengthened the administration by adopting a holistic approach including publicity, education, law enforcement, inspection and punishment in accordance with the law. This has achieved good results, and we have seen a sharp decrease of boats harvesting coral in relevant waters of Japan. The Chinese side hopes to further step up cooperation with the Japanese side in law enforcement, and make joint efforts to properly address relevant issue in accordance with law.

 

问：日本首相安倍晋三正式解散了众议院。中方对此有何评论？

 

Q: Japanese Prime Minister Shinzo Abe officially dissolved the lower house of Japan’s Diet. How does China comment on this?

 

答：这是日本内政，我们不做评论。

 

A: This is an internal affair of Japan, on which we have no comment.
