尊敬的李明博总统，

各位同事：

Dear Colleagues,

 

2010年在华盛顿举行的首届核安全峰会，凝聚了国际社会核安全共识，开启了合作应对核安全挑战新进程。两年来，各国在核安全领域取得积极进展，对核安全重要性的认识普遍提高，相关国际法框架日趋完善，国际合作不断深化，核材料和核设施安全状况大幅改善，应对核恐怖主义能力显著提升。

 

At the first Nuclear Security Summit in Washington in 2010, the international community forged consensus on nuclear security and set in motion the process of countering nuclear security challenges through cooperation. In the past two years, countries around the world have made good progress in promoting nuclear security. We have gained a better understanding of the importance of nuclear security, improved the relevant international legal framework and intensified international cooperation. As a result, the security conditions of nuclear materials and facilities have notably improved and our capacity for combating nuclear terrorism has significantly enhanced.

 

与此同时，我们面临的核安全形势依然严峻。国际形势中不稳定不确定因素有所增加。核材料流失和扩散风险有增无减，核恐怖主义威胁依然不容忽视。有效管控核能开发利用中的安全风险任重道远。

 

At the same time, the nuclear security situation remains grave. The destabilizing factors and uncertainties in the international arena are on the rise. The risks of nuclear material diversion and proliferation have increased. The threat of nuclear terrorism cannot be overlooked. And it is a long and arduous task to effectively manage the security and safety risks in the development and utilization of nuclear energy.

 

中国高度重视核安全，坚决反对核扩散和核恐怖主义。过去两年来，中国积极采取核安全措施，取得了新的阶段性成果。

 

China takes nuclear security very seriously and stands firmly against nuclear proliferation and nuclear terrorism. In the past two years, China has taken active steps to enhance nuclear security and achieved new and substantive results.

 

——中国高度重视国家核安全能力建设。中国加大核安全投入，完善核安全法规体系，着力提高核安全管理水平。中国对全国核设施安全状况进行全面检查。中国加强核安全人力资源建设，建立全方位培训计划和多元化培训模式，培训本国核安全从业人员500多名。中国还加强放射源和放射性废物安全管理，推进国家放射源数据库建设。

 

- China has attached great importance to building nuclear security capacity. China has increased input in ensuring nuclear security, improved the relevant legislative framework and made great efforts to strengthen nuclear security management. China has conducted comprehensive, nationwide inspections on the security of its nuclear facilities. China has strengthened human resources development in the field of nuclear security. We have established all-dimensional training programs and diverse modes of training, and trained over 500 related personnel for the country. China has also taken steps to enhance the security administration of radioactive sources and radioactive wastes, and moved forward the development of the national database for radioactive sources.

 

——中国严格履行核安全国际义务。中国已经批准修订后的《核材料实物保护公约》和《制止核恐怖主义行为国际公约》，并根据公约要求加紧制定和完善相关配套法规，采取更严格的核材料保护措施。中国严格履行联合国安理会第1540号、第1887号等决议规定的义务，采取措施防范非国家行为者非法获取核及其他放射性材料。

 

- China has earnestly honored its international nuclear security obligations. China has ratified the Amendment to the Convention on the Physical Protection of Nuclear Material and the International Convention for the Suppression of Acts of Nuclear Terrorism. We have made intensive efforts to formulate and improve supporting regulations as required by the Conventions and adopted stricter measures in nuclear material protection. China has earnestly fulfilled its obligations under relevant UN Security Council resolutions, including Resolutions 1540 and 1887, and has taken steps to prevent non-state actors from illegally acquiring nuclear and other radioactive materials.

 

——中国广泛开展核安全国际合作。中国支持国际原子能机构在核安全领域发挥中心作用，同该机构签署了核安全合作协议，在核安全法规标准、大型活动核安全、核安全能力建设和人员培训等领域开展了密切合作。在华建立核安全示范中心工作进展顺利，该中心具备人员培训、技术研发、国际交流等多项职能，涵盖核安全、保障监督、核材料管制、实物保护等多个领域。中国建成了海关辐射探测培训中心，防范核材料走私能力不断提高。在高浓铀研究堆改造、放射源安全、人员培训、核出口管制等方面，中国同一些国家也开展了卓有成效的合作。

 

- China has engaged in extensive international nuclear security cooperation. China supports the IAEA in playing a central role in the field of nuclear security. China has signed with the IAEA an agreement on nuclear security cooperation, and the two sides have carried out close cooperation in related laws, regulations and standards, nuclear security during major events, capacity building and personnel training. Work is well under way to set up a Center of Excellence on Nuclear Security in China. This project will serve multiple purposes, including personnel training, R&D and international exchanges, and cover diverse fields such as nuclear security, safeguards, control of nuclear materials and physical protection. The Radiation Detection Training Center of China Customs is now up and running, which has enhanced China’s capacity in preventing illicit trafficking of nuclear materials. China has conducted productive cooperation with other countries in the conversion of HEU research reactors, security of radioactive sources, personnel training and nuclear export control.

 

——中国确保大型公众活动核安全。近年来，中国承办了上海世博会、广州亚运会等多项重大国际活动。为确保活动顺利进行，防范核恐怖活动，中国采取一系列有效措施，包括开发使用新型核安全装备，加大对相关场所核探测和检查力度等。

 

- China has worked hard to ensure nuclear security during major public events. In recent years, China has hosted several major international events, such as the Shanghai World Expo and the Guangzhou Asian Games. To ensure the smooth running of these events and prevent nuclear terrorism, China has taken a range of effective measures, including the development and application of new nuclear security equipment, and the tightening of nuclear detection and inspection at the venues.

 

——中国积极对外提供核安全及核能安全援助。中国同国际原子能机构合作，多次在华举办地区性核安全培训班，为亚太地区10多个国家近百人提供培训。中国向国际原子能机构核安全基金捐款，用于支持中国和亚洲地区其他国家核安全能力建设。中国倡导建立了中日韩核电安全合作机制，为提升本地区核能安全和核安全水平作出了贡献。

 

- China has actively provided assistance in nuclear security and safety to other countries. China has hosted, together with the IAEA, several regional workshops on nuclear security, benefiting nearly 100 trainees from over 10 Asia-Pacific countries. China has contributed to the IAEA Nuclear Security Fund to support capacity building in China and other Asian countries. China has initiated a trilateral cooperation mechanism on nuclear safety with Japan and the ROK, thus contributing to greater nuclear safety and security in the region.

 

今后，中国将进一步采取核安全措施，确保本国核材料和核设施安全，深入参与相关国际合作，将着重做好以下工作。我们将加强核安全措施，加大监督检查力度，排除安全隐患，提高整体核安全水平，履行有关国际公约，制定和完善配套法规体系，健全和优化核安全管理机制。我们将努力把本国的核安全示范中心建成技术交流和教育培训的地区中心，推动该中心同本地区其他示范中心开展合作互联，共同致力于提升本地区核安全水平。我们将支持国际原子能机构核安全工作，全面深化同国际原子能机构各领域合作，继续向国际原子能机构核安全基金捐款。我们将在做好本国高浓铀研究堆改造工作的同时，积极利用相关经验，帮助有需要的国家进行研究堆改造。我们将同各国分享中国在大型国际活动核安全方面积累的经验，确保公众安全。

 

Looking ahead, China will continue to adopt measures to ensure the security of its nuclear materials and facilities, and take an active part in relevant international cooperation. In particular, we will step up nuclear security efforts, tighten supervision and inspection, remove potential security hazards, enhance overall nuclear security, comply with relevant international conventions, develop supporting laws and regulations, and improve the mechanism for nuclear security management. We will build the Center of Excellence in China into a regional center for technology exchange, education and training, and facilitate its cooperation and interactions with regional counterparts in order to upgrade the level of nuclear security in the entire region. We will continue to support the IAEA’s work in nuclear security, deepen our cooperation with the IAEA across the board, and contribute to the IAEA Nuclear Security Fund. While working on the conversion of HEU research reactors in China, we will use the experience gained to help countries with similar needs. We will share with other countries China’s experience in ensuring nuclear security during major international events with a view to protecting public safety.
