安南的“六点和平建议”

 

1. Syrian-led political process to address the aspirations and concerns of the Syrian people

承诺与联合特使合作推进一个叙利亚人领导的政治进程，以解决人民合法诉求和关切；

 

2. UN-supervised cessation of armed violence in all its forms by all parties to protect civilians

在联合国监督下立即实现有效停火；

 

3. All parties to ensure provision of humanitarian assistance to all areas affected by the fighting, and implement a daily two-hour humanitarian pause

对于受到战斗波及的地区及时提供人道主义援助，其中包括每天人道停火两小时；

 

4. Authorities to intensify the pace and scale of release of arbitrarily detained persons

进一步推进被无理拘押人员的释放；

 

5. Authorities to ensure freedom of movement throughout the country for journalists

实现新闻记者在全国范围内的自由行动；

 

6. Authorities to respect freedom of association and the right to demonstrate peacefully

尊重和保障和平示威的权利和结社的自由。

 

Currently the top priority should be given to safeguarding life and security of Syrian civilians.

当务之急是保障叙利亚平民的生命安全。

 

各方要立即停止暴力行动，配合国际人道主义救援，为开启通过对话，和平解决叙利亚问题的进程奠定基础。

 

All parties concerned should put an immediate end to violence and offer support for international humanitarian aid so as to lay foundation for initiating peace process for the peaceful settlement of the Syrian crisis

 

中方将加大对叙利亚政府和有关各方的工作力度，呼吁他们抓住当前的重要契机，以实际行动对特使斡旋作出积极回应，并信守承诺。

 

China will intensify its efforts on the Syrian government and other related parties, and urge them to seize the current important opportunities, positively respond to Annan’s mediation efforts and honor their commitments.

 

实现叙利亚的长治久安，从根本上要靠顺应叙利亚人民的改革意愿，切实保障他们的合法权益，发展经济，改善民生。

 

The fundamental way to achieve long-lasting peace and stability in Syria is to comply with the Syrian people’s will for reform, guarantee their legitimate rights, develop economy and improve people’s livelihoods.

 

这需要叙利亚政府和国内各派、各界的共同努力。

 

It requires joint efforts from the Syrian government and various parties.

 

叙利亚的前途命运最终由叙利亚人民自己决定。

The future and destiny of Syria should be determined by the Syrian people themselves.

 

安南表示将与包括中国在内的国际社会保持密切沟通和协作，根据六点建议，加紧做叙利亚政府和反对派工作，尽快制止暴力行动，开启政治解决叙利亚问题的进程，切实保障叙利亚人民的根本利益，维护中东和平稳定。

 

Anna said he would keep close contact and coordination with the international community including China, and step up his engagement with the Syrian government and the opposition party. He also said he was committed to ending the violence in Syria quickly, initiating the political process for solving the Syria issue, safeguarding Syrian people’s fundamental interests and maintaining peace and stability of the Middle East.
